HomeMy WebLinkAbout2024-10-03-SPECIAL MEETING MINUTES OF COUNCIL SPECIAL MEETING OCTOBER 3, 2024 rd The Batesville City Council met in special session on October 3, at 12:15 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Upon roll call, the following Councilmembers answered present; Brittany Bennett, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Chris Poole, Landon Reeves and Robb Roberts. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Reeves moved to approve the prepared agenda. Councilmember Hinkle seconded and all voted for. UNFINISHED BUSINESS None NEW BUSINESS A) DISCUSS A BUDGET ADJUSTMENT TO THE MAIN STREET STREETSCAPE PROJECT Mayor Elumbaugh gave the council an estimate for adding 2 additional street parking spaces at 1063 E. Main and 843 E. Main Streets. The bid is to demo the current curb, add a new curb with additional heavy-duty concrete and install sleeves for electrical and irrigation. The bid is $11,714.00. The Mayor said there should be around $18,000 left in a contingency account but if not, he has some discretionary funds he can use to pay for the project. The Mayor also said that if approved by the council, the request will then have to be approved by ARDOT which will take a couple of weeks. Councilmember Roberts gave each councilmember arial photos of the four blocks on Main Street that this project affects. The photos show street parking on blocks 700, 900 and 1000. The only block without any street parking is the 800 block. Mr. Roberts said he agreed that each block needs parking for emergency and delivery vehicles. Councilmember Poole said this is a unique set of circumstances and thinks it is a fair price for the proposed work to be done. Councilmember Krug said he was concerned about how we tell other residents of Main Street that they don’t get a parking pad at their residence when some others do. Councilmember Hubbard said she was concerned that the pads will be used more for personal parking rather than their intent which is for emergency and delivery vehicles. Councilmember Poole moved to approve proposed bid of $11,714 for the two new parking pads at 843 E. Main and 1063 E. Main. Councilmember Fredricks seconded and the roll call count was 6 for and 2 (Krug and Roberts) against. The motion carried. MAYOR COMMENTS Mayor Elumbaugh invited the public to a ribbon cutting ceremony at the new rd Westside Park at 4:00 pm on October 3. ADJOURNMENT There being no further business, Councilmember Hinkle moved that the meeting be adjourned. Councilmember Bennett seconded and all voted for. The meeting was adjourned at 12:40 pm.
