SPECIAL MEETING

The Batesville City Council met in special session on January 18 at 12:15 p.m.
at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Upon roll
call, the following councilmembers answered present; Brittany Bennett, Scott Fredricks,
Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, Chris Poole and Landon
Reeves. Also present were the City Clerk Denise Johnston, and City Attorney Tim
Meitzen.
Councilmember Hinkle moved to approve the prepared agenda. Councilmember
Bennett seconded and all voted for.
NEW BUSINESS
A) CONSIDER A RESOLUTION AUTHORIZING THE DONATION OF PROPERTY
TO THE ARKANSAS STATE HIGHWAY COMMISSION
Councilmember Krug introduced a resolution authorizing the donation of property
to the Arkansas State Highway Commission. Councilmember Fredricks moved
to suspend the rules and read the resolution by title only. Councilmember
Hubbard seconded and the electronic roll call count was 8 for and 0 against. Mr.
Meitzen read the resolution by title only. After a discussion, Councilmember
Fredricks moved to adopt the resolution. Councilmember Bennett seconded and
the electronic roll call count was 8 for and 0 against. The resolution was given
#2024-01-05-R.
B) CONSIDER AN ORDINANCE AUTHORIZING THE ISSUANCE OF SALES AND
USE TAX REFUNDING AND IMPROVEMENT BONDS FOR THE PURPOSE
OF FINANCING AND REFINANCING ALL OR A PORTION OF THE COST OF
CAPITAL IMPROVEMENTS
Mr. Ryan Bowman with Friday, Eldridge & Clark and Mr. Paul Phillips with Crews
and Associates addressed the council to answer any questions regarding the
proposed ordinance before them. Councilmember Bennett introduced an
ordinance to authorizing the issuance of sales and use tax refunding and
improvement bonds for the purpose of financing and refinancing all or a portion
of the cost of capital improvements for the Batesville Parks and Recreation.
Councilmember Reeves moved to suspend the rules and read the ordinance by
title only. Councilmember Fredricks seconded and the electronic roll call count
was 8 for and 0 against. Mr. Meitzen read the ordinance by title only.
Councilmember Poole moved to further suspend the rules and waive the second
and third readings. Councilmember Hubbard seconded and the electronic roll
call count was 8 for and 0 against. Mr. Meitzen again read the ordinance by title
only. Councilmember Fredricks moved to adopt the ordinance. Councilmember
Bennett seconded and the electronic roll call count was 8 for and 0 against. The
ordinance was given #2024-01-06. Mr. Meitzen read the emergency clause.
Councilmember Pool moved to adopt the emergency clause and Councilmember
Bennett seconded. The electronic roll call count was 8 for and 0 against.
ADJOURNMENT
There being no further business, Councilmember Bennett moved that the
meeting be adjourned. Councilmember Hinkle seconded and all voted for. The
meeting adjourned at 12:37 p.m.
