HomeMy WebLinkAbout2021-01-12 MINUTES OF COUNCIL JANUARY 12, 2021 The Batesville City Council met in regular session on January 12th, at 5:30 pm via Zoom Meeting. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, Pete Musgrave and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Bryant moved to approve the prepared agenda and Councilmember Matthews seconded. All voted in favor. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) CONSIDER AN ORDINANCE ADOPTING THE RULES AND PROCEDURES FOR THE TRANSACTION OF BUSINESS OF THE COUNCIL Councilmember Matthews introduced an ordinance to adopt the rules and procedures for the transaction of business of the city council. Councilmember Matthews moved to read the ordinance by title only. Councilmember Poole seconded and the roll call vote was 8 for and 0 against. City Attorney Tim Meitzen read the ordinance by title only. Councilmember Matthews moved to further suspend the rules and waive the second and third readings. The roll call count was 8 for and 0 against. Councilmember Mathews moved to adopt the ordinance and Councilmember Hubbard seconded. The roll call count was 8 for and 0 against. The ordinance was given #2021-01-01. B) CONSIDER AN ORDINANCE TO WAIVE BIDDING ON CERTAIN ITEMS FOR 2021 Councilmember Matthews introduced an ordinance to waive the requirements of competitive bidding during 2021 on certain items. Councilmember Matthews moved to read the ordinance by title only. Councilmember Poole seconded and the roll call count was 8 for and 0 against. Mr. Meitzen read the ordinance by title only. Councilmember Matthews moved to further suspend the rules and waive the second and third readings. Councilmember Fredricks seconded and the roll all count was 8 for and 0 against. Councilmember Matthews moved to adopt the ordinance and Councilmember Fredricks seconded. The roll call count was 8 for and 0 against. The ordinance was given #2021-01-02. Mr. Meitzen read the emergency clause. Councilmember Fredricks moved to adopt the emergency clause and Councilmember Hubbard seconded. The roll call count was 8 for and 0 against. C) MS. CRYSTAL JOHNSON WITH A COMPREHENSIVE A & P REPORT AND DISCUSS THE FERRIS WHEEL IMPACT AT WHITE RIVER WONDERLAND Ms. Crystal Johnson, CEO of the Batesville Chamber of Commerce, along with Jamie Rayford and Shelly Hendrix addressed the council with a year-end report for the Advertising and Promotion Commission and the Ferris Wheel at the White River Winter Wonderland. Statistics were given regarding the number of people reached through social media and the costs related to the Farris Wheel. The Chamber sold 4,934 tickets for the Farris Wheel and the feedback was excellent. Everyone agreed the Farris Wheel was a hit and we hope to have it back next year and for a longer stay. Mr. Abbott will be giving the council more numbers regarding the White River Wonderland at the next meeting. D) PROCLAIMING 2021 AS THE BICENTENNIAL OF THE CITY OF BATESVILLE Mayor Elumbaugh read a proclamation, proclaiming 2021 as the Bicentennial of the City of Batesville, and urged his fellow citizens to join him in celebrating the history of our hometown, the oldest city in Arkansas. E) PAID BILLS REPORT The council was given a copy of the paid bills report for December, 2020 for review. MAYOR COMMENTS th Mayor Elumbaugh read a proclamation proclaiming January 19, 2021 as National Day of Racial Healing in the City of Batesville and urges all citizens to promote truth, racial healing and transformation in the ways that are best suited for them individually, as a means to working together to ensure the best quality of life for every child. th Mayor Elumbaugh said the next council meeting will be February 9. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Hubbard seconded and all voted for.
