HomeMy WebLinkAbout2022-06-21 MINUTES OF COUNCIL JUNE 21, 2022 The Batesville City Council met in regular session on June 21, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Brittany Bennett, Tommy Bryant, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews and Chris Poole. Also present were the Admin Assistant Jennifer Corter and City Attorney Tim Meitzen. Councilmembers Scott Fredricks and City Clerk Denise Johnston were absent. Councilmember Bennett moved to approve the minutes from the previous meeting. Councilmember Bryant seconded and all voted for. Councilmember Hinkle moved to approve the prepared agenda. Councilmember Poole seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) CONSIDER AN ORDINANCE TO AMEND THE BATESVILLE ZONING MAP Councilmember Bryant introduced an ordinance to amend the Batesville zoning map. This ordinance will rezone a portion of Riverside Park from General Family Residential (R-2) to Commercial Community District (C-1). Councilmember Bryant moved to suspend the rules and read the ordinance by title only. Councilmember Poole seconded and the electronic roll call count was 7 for and 0 against. Mr. Meitzen read the ordinance by title only. Councilmember Bryant made a motion to further suspend the rules and waive the second and third readings. Councilmember Bennett seconded and electronic roll call count was 7 for and 0 against. Councilmember Poole moved to adopt the ordinance. Councilmember Bryant seconded and the electronic roll call count was 6 for and 1 against. (Matthews). The Ordinance was given #2002-06-01. Mr. Meitzen read the emergency clause. Councilmember Bryant moved to adopt the emergency clause and Councilmember Poole seconded. The electronic roll call was 7 for and 0 against. B) CONSIDER AN ORDINANCE TO ESTABLISH A TEMPORARY ENTERTAINMENT DISTRICT IN RIVERSIDE PARK Councilmember Bryant moved to introduce an ordinance to establish a temporary Entertainment District in Riverside Park. This ordinance will allow, by Mayoral proclamation, certain areas adjacent to 50 Riverbank Road to be included in the outdoor entertainment district. Councilmember Bryant moved to suspend the rules and read the ordinance by title only. Councilmember Bennett seconded and the electronic roll call was 6 for and 1 against, (Matthews). Mr. Meitzen read the ordinance by title only. Councilmember Bryant moved to further suspend the rules and waive the second and third readings. Councilmember Hubbard seconded and the electronic roll call was 6 for and 1 against, (Matthews). Councilmember Bryant moved to adopt the ordinance. Councilmember Poole seconded and the electronic roll call count was 6 for and 1 against, (Matthews). The ordinance was given #2002-06-02. Mr. Meitzen read the emergency clause. Councilmember Bryant moved to adopt the emergency clause and Councilmember Bennett seconded. The electronic roll call was 6 for and 1 against, (Matthews). C) MAYORAL PROCLAMATION TO CREATE A TEMPORARY ENTERTAINMENT DISTRICT AT RIVERSIDE PARK Mayor Elumbaugh read a proclamation to proclaim that the temporary Entertainment District, at Riverside Park, would be activated and operational on July 4, 2022 from 8:00 a.m. until 12 Midnight. MAYOR COMMENTS Mayor Elumbaugh said he has a conflict with the next scheduled council meeting th and asked to change the date to Tuesday, July 19. Councilmember Bryant so moved and Councilmember Poole seconded. All voted in favor. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There be no further business, Councilmember Bryant moved that the meeting be adjourned. Councilmember Matthews seconded and all voted for.
