MINUTES OF COUNCIL
AUGUST 16, 2022
The Batesville City Council met in special session on August 16, at 12:00 pm at
the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Upon roll
call, the following Councilmembers answered present; Brittany Bennett, Tommy Bryant,
Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, and Chris Poole. Also present
were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember
Scott Fredricks was absent
Councilmember Matthews moved to approve the prepared agenda.
Councilmember Bennett seconded and all voted in favor.
NEW BUSINESS
A) CONSIDER AN ORDINANCE AMENDING THE 2022 ADOPTED BUDGET FOR
THE PURPOSE OF RECEIVING AND EXPENSING THE $5,000.00 STIPEND
FOR ELIGIBLE FULL-TIME LAW ENFORCEMENT OFFICERS
Councilmember Matthews introduced an ordinance to amend the 2022 adopted
budget, Ordinance #2021-12-01, for the purpose of receiving and expensing the
$5,000.00 stipend given to each city through the passage of Act 224 of 2022 by
the Arkansas General Assembly, for eligible full-time law enforcement officers.
Ms. Johnston said the funds were received today. Councilmember Matthews
moved to suspend the rules and read the ordinance by title only. Councilmember
Bennett seconded and the roll call count was 7 for and 0 against. Mr. Meitzen
read the ordinance by title only. Councilmember Matthews moved to further
suspend the rules and waive the second and third readings. Councilmember
Hubbard seconded and the roll call count was 7 for and 0 against.
Councilmember Matthews moved to adopt the ordinance. Councilmember
Bennett seconded and the roll call count was 7 for and 0 against. The ordinance
was given #2022-08-01. Mr. Meitzen read the emergency clause.
Councilmember Bryant moved to adopt the emergency clause. Councilmember
Matthews seconded and the roll call count was 7 for and 0 against.
ADJOURNMENT
Councilmember Bennett moved that the meeting be adjourned. Councilmember
Hubbard seconded and all voted for. The meeting was adjourned at 12:03 pm.
