HomeMy WebLinkAbout2015-04-28 MINUTES OF COUNCIL APRIL 28, 2015 The Batesville City Council met in regular session on April 28, at 5:30 P.M. in the Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Councilmember Margarett Henley gave the invocation. Upon roll call, the following councilmembers answered present; Tommy Bryant, Sonya Crafton, Margarett Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Attorney Lindsey Castleberry and City Clerk Denise Johnston. Councilmember Chris Beller was absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda and Councilmember Matthews seconded. All voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS A) SECOND READING OF AN ORDINANCE TO REGULATE SMOKING, USE OF SMOKELESS TOBACCO AND E-CIGARETTES IN PARKS, CEMETERIES AND ALL OTHER FACILITIES OWNED BY THE CITY OF BATESVILLE Mayor Elumbaugh asked if there was any discussion regarding the proposed ordinance regulating the use of tobacco products on City owned properties. There being none, Councilmember Matthews moved to read the ordinance by title only for the second reading. Councilmember Bryant seconded and the roll call count was 7 for and 0 against. Mr. Castleberry read the ordinance by title only. Councilmember Bryant then moved to further suspend the rules and waive the third and final reading. Councilmember Shetron seconded and the roll call count was 7 for and 0 against. Councilmember Shetron moved to adopt the ordinance and Councilmember Matthews seconded. The roll count was 7 for and 0 against. The ordinance was given #2015-04-02. NEW BUSINESS A) ENGINEER'S REPORT Mayor Elumbaugh said the City Engineer, Damon Johnson, was currently on his way back to Batesville from attending a water conference in Hot Springs. B) REVIEW JANUARY— MARCH 2015 FINANCIALS The council was given a copy of the January through March 2015 financials for review. MAYOR COMMENTS The Mayor said he has had a citizen's request for a 4-way stop at the intersection of Pine and Brooks Streets. Currently there is a 2-way stop on Brooks. The citizen said there are several children in the neighborhood and is requesting the additional stop signs for safety. The Mayor asked the council to drive the area and have a recommendation at the next meeting. Mayor Elumbaugh said he has also had a request for a street light at the south entrance at the Terry Sims Diamond Sports Complex (North Complex). The Mayor said he has also noticed the entrance is dark and would recommend a street light be installed. Councilmember Bryant moved for the Parks Director, Jeff Ownes, to evaluate the area and order the appropriate street light for the area. Councilmember Matthews seconded and all voted for. The Mayor told the council that the 2008 Ford 1-ton truck used to pull the leaf machine is in need of an injector pump. Two estimates were acquired with the lowest being $8,500.00. Also, the transmission will need to be replaced in the near future which will cost approximately $4,500.00. He said the blue book value is $12,000 to $14,000. The Mayor asked for guidance from the council regarding the repairs. The council discussed the feasibility of repairing the vehicle and/or placing it on GovDeals to sell. The council instructed the Mayor to list the vehicle on GovDeals. LIAISON REPORTS Councilmember Matthews reported the Airport received a bid of approximately $675,000.00 for the terminal renovation. He said they were reviewing the bid and believe they will be able to reduce the cost a little. The Friends of the Airport are raising monies for the renovation. COUNCIL COMMENTS Councilmember Henley said she wanted to thank all those who joined in the Main Street festivities this past Saturday. The event was well attended and all seemed to have a great time. Councilmember Matthews inquired about the status of Assistant Street Superintendent Johnny Coles after his recent heart attack. The Mayor said Mr. Coles was recuperating at home and should be able to return to work in about four weeks. The council sends their best wishes to Mr. Coles. Councilmember Shetron reminded the council that the Downtown Farmers Market opens this weekend for this season and encouraged everyone to support our local farmers. Mayor Elumbaugh reminded everyone that Chief Cockrill has one of the newly painted police cars in the parking lot for the council to view.
