A RESOLUTION URGING THE ARKANSAS CONGRESSIONAL
DELEGATION TO SUPPORT THE REINSTATEMENT OF THE BYRNE
GRANT FUNDING OR, ALTERNATIVELY, TO PROVIDE OTHER FUNDING
FOR OUR ARKANSAS DRUG TASK FORCES
WHEREAS, recent legislation restricting the accessibility of pseudoephedrine
has resulted in a reduction of local methamphetamine labs but the use and
distribution of methamphetamine continues to destroy lives, families and property of
the citizens of Batesville, Arkansas; and,
WHEREAS, law enforcement intelligence has indicated that since the
restrictions have been placed on pseudoephedrine, most methamphetamine comes
from outside our borders and that there is a financial link between methamphetamine
distributors and the funding of terrorism; and,
WHEREAS, drug task forces working in conjunction with local law
enforcement agencies have proven to be the most effective method of combating
methamphetamine use and distribution; and,
WHEREAS, drug task forces have been funded in large part by Byrne Grant
Funds; and,
WHEREAS, Byrne Grant Funding was reduced by 35% in fiscal year 2005 and
is scheduled to be reduced an additional 47% in fiscal year 2006; and,
WHEREAS, drug task forces will not be able to operate effectively at the
reduced rate and the local communities cannot provide full funding for the drug task
forces; and,
WHEREAS, methamphetamine use and distribution is a national problem as
well as a local problem;
NOW, THEREFORE BE IT RESOLVED BY the City of Batesville, Arkansas
that the Arkansas Congressional Delegation be urged to support the reinstatement of
the Byrne Grant Funding or alternatively, to provide other adequate funding for our
Arkansas Drug/T/ask Forces.
