A RESOLUTION OPPOSING PROPOSED LARGE AIRCRAFT SECURITY
PROGRAM (LASP) LEGISLATION.
Whereas, general aviation is a vital part of the economy of Batesville and
Independence County, Arkansas, providing jobs, economic growth, education
opportunities and revenue.
Whereas, a great many businesses, individuals and surrounding communities
depend upon general aviation for access to medical treatment, tourism, mobility,
economic opportunity, disaster relief and a wide range of critical resources and
services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Batesville, located in
Independence County, Arkansas.
THAT, the City of Batesville, Arkansas strongly supports efforts to improve
aviation security, but has serious concerns regarding the Transportation Security
Administration's (TSA) proposed Large Aircraft Security Program (LASP). Including the
following:
1. The General Aviation community and key stakeholders, including State and local elected
officials, businesses, and others deserve an opportunity to improve the proposal through a
negotiated rulemaking process.
2. Among the prohibited items are everyday tools. General Aviation aircraft are used to
transport employees to job sites not covered by commercial service. This reduces the
efficiency and utility of General Aviation.
3. The proposal fails to recognize the vast differences between General Aviation and Commercial
Airline operations.
4. The burden of implementing and sustaining this new program would fall on the 10,000 aircraft
operators and 315 small airports covered by the proposal at a projected cost of$2.72 Billion
Dollars over a�5 year period.
