SEPTEMBER 23, 2014
The Batesville City Council met in regular session on September 23, at 5:30 P.M.
at the Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Utility
Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following
councilmembers answered present: Chris Beller, Tommy Bryant, Margarett Henley,
Paige Hubbard, Chris Poole and David Shetron. Also present were the City Attorney
Lindsey Castleberry and City Clerk Denise Johnston. Councilmember Doug Matthews
was absent.
Councilmember Shetron moved to approve the minutes from the previous
meeting. Councilmember Henley seconded and all voted for.
Councilmember Beller moved to approve the prepared agenda. Councilmember
Poole seconded and all voted for.

NEW BUSINESS
A) RECOGNIZE FIREFIGHTER MARK McCOLLUM FOR HIS PROMOTION TO
CAPTAIN
Mayor Elumbaugh said Fire Captain Mark McCollum was unable to attend
tonight's meeting and his recognition will be rescheduled.
B) RECOGNIZE MR. FRED KRUG FOR HIS YEARS OF SERVICE AS A
BATESVILLE COUNCILMEMBER
Mayor Elumbaugh presented Mr. Fred Krug with a plaque for his nearly 10 years
of service on the Batesville City Council. Mr. Krug recently moved out of his
Ward. The Mayor highlighted several accomplishments made during Mr. Krug's
tenure on the council. Mr. Krug spoke briefly and thanked his fellow Councilmen
and others within the City. He also thanked his wife and children for their
support.
C) ENGINEER'S REPORT
City Engineer Damon Johnson addressed the council with his Engineer's Report.
Mr. Johnson said workers are installing the last of the radio read water meters to
complete the upgrade. He said there was not much to report on the other
departments from the last meeting. The $300,000 Street Aid project is almost
complete with only the striping remaining. Mr. Johnson said there is a problem
with littering along Riverbank Road leading down to the Wastewater Treatment
Plant. He asked the media to help educate the public regarding litter and
dumping of trash. Mr. Johnson said if the problem continues, tickets will be
issued.
D) EXECUTIVE SESSION
Councilmember Bryant moved to go into executive session. Councilmember
Hubbard seconded and all voted for.
Upon returning from executive session, Mayor Elumbaugh said he received four
applications for the vacant council position in Ward 3, position 1. He said all the
applicants were well deserving and would do a great job serving our City.
However, the council had to decide on one applicant. Councilmember Hubbard
moved to appoint Ms. Sonya Crafton to fill the vacant position. Councilmember
Bryant seconded and all voted for. Ms. Crafton's term will end December 31,
2016.
MAYOR COMMENTS
Mayor Elumbaugh said because leaves have already began to fall, the leaf
machine will be starting soon. Leaves need to be at the curb and may be watered down
to prevent blowing.
LIAISON REPORTS
None
COUNCIL COMMENTS
Councilmember Poole asked the Mayor if he visited with the County Judge about
offering services to Batesville and other towns within the County as has been offered to
the possible new incorporated Southside area. The Mayor said he did visit with Judge
Griffin and he said if Batesville wanted to pay the county for the services, they might be
able to offer services. Mr. Poole encouraged other towns in the county to visit with the
Judge regarding services for their areas.
Councilmember Shetron wanted to thank the Batesville Fire Department for their
participation in the funeral of retired firefighter Ronnie Shetron. Mayor Elumbaugh also
commented on the service and said to keep the Shetron family in our thoughts and
prayers.
ADJOURNMENT
There being no further business, Councilmember Bryant moved that the meeting
be adjourned. Councilmember Beller seconded and all voted for.
