A RESOLUTION AUTHORIZING
THE MAYOR OF BATESVILLE,
ARKANSAS TO ENTER INTO AN
ADMINISTRATIVE AGREEMENT WITH
THE WHITE RIVER PLANNING AND
DEVELOPMENT DISTRICT, INC.
WHEREAS, the City of Batesville, Arkansas has received notification of funding
approval from the Department of Parks and Tourism to provide funds for a restroom at the golf
course and playground equipment at Fitzhugh Park, and
WHEREAS, the City of Batesville requires assistance to identify and implement the
regulations pertaining to the said grant; and
WHEREAS, it will be necessary for the Mayor to act in connection with the
Administrative Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE BATESVILLE CITY COUNCIL:
That the Mayor of Batesville be authorized to execute an Agreement with the White River
Planning and Development District, Inc., to provide administrative services to the City.

ADMINISTRATIVE SERVICES AGREEMENT
THIS AGREEMENT, entered into this 3 day of ✓ 5�i
1996, by and between the following parties:
WHITE RIVER PLANNING AND DEVELOPMENT DISTRICT, INC., hereinafter called the
ADMINISTRATOR; and
THE CITY OF BATESVILLE, acting herein by Mayor Joe Biard, duly authorized, hereinafter called the
APPLICANT:
WHEREAS, the Applicant has received a letter to proceed authorizing the Applicant to incur costs or has
received grant funds from the Arkansas Department of Parks and Tourism; and
WHEREAS, the APPLICANT has negotiated with and desires to engage White River Planning and
Development District, Inc., to render selected services concerning the administration of the grant program.
NOW, THEREFORE, the parties do mutually agree as follows:
�. I. The Administrator shall perform all of the necessary services provided under this contract in connection
with the administration of the grant program.
A. General Scone of Services
The services rendered by the Administrator shall include, but not be limited to the following categories
of service:
1. Program Requirements
a. Affirmative Action/Equal Opportunity
1) maintain data which record's the Applicant's affirmative action in equal opportunity.
2) maintain data which records good faith efforts.
b. Performance Reports
1) prepare and distribute the necessary performance reports.
2) prepare close-out report, if required.

2. Finance
a. Financial System
1) develop financial policy plan and set up financial management system.
2) maintain City's accounting operations for grant funds.
3) prepare claims and maintain budget control.
4) nontechnical review of contractor's pay estimates to assure budget/contract control.
b. Request for Reimbursement
1) prepare reimbursement requests for City.
3. Management
a. Set up complete set of files for grant program
b. Acquisition, Procurement, and Compliance
1) prepare necessary paperwork and documents required for acquisition and procurement.
2) ensure compliance is maintained regarding requirements for
acquisition and procurement.
3) represent City at all monitoring and training required by Department of Parks and
Tourism.
4) represent City for compliance of contract agreement.
II. GENERAL SCOPE OF SERVICES PROVIDED BY APPLICANT
The Applicant, as consideration for the agreement by Administrator to assume certain duties described
above, hereby agrees to assume the following duties and obligations:
A. To make final review of all services performed and to authorize same prior to implementation and/or
commitment to record.
B. To pay out of grant and/or City funds all program costs arising out of the above described project
which are incurred by Administrator on behalf of City and Approved by the City.
III. COMPENSATION AND METHOD OF PAYMENT
For services provided under this contract, the Administrator shall receive compensation not to exceed One
Thousand Two Hundred Dollars and No/100 ($1,200.00). The payment will be due in one lump sum upon
completion of the project.
IV. TERMS AND CONDITIONS
This Agreement is subject to the provisions contained in the "Terms and Conditions" section attached
hereto.
The execution of this Agreement on behalf of the Applicant has been duly authorized as follows:
A resolution dated authorizing Mayor Joe Biard to act on
behalf of the Applicant.
This Agreement shall bind and benefit the Applicant, the Administrator, and their representatives,
successors, and assigns.
WITNESS our hands and seals on the date hereinabove written, but this Administrative Services Agreement
shall be effective as of December 14, 1995.
