HomeMy WebLinkAbout2015-06-08 MINUTES OF COUNCIL JUNE 8, 2015 The Batesville City Council met in regular session on June 8, at 5:30 P.M. in the Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margarett Henley, Doug Matthews, Chris Poole and David Shetron. Also present were the City Attorney Lindsey Castleberry and City Clerk Denise Johnston. Councilmember Paige Hubbard was absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda and Councilmember Matthews seconded. All voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) REPORT FROM MAIN STREET BATESVILLE, MR. BOB CARIUS Mr. Bob Carius addressed the council with an update on the Barnett Building. He said there were over 100 people who took the tour of the building last Thursday and six events have already been booked for the third floor of the building. Mayor Elumbaugh told the council that the main Heat and Air Unit for the kitchen area is not working properly. He said according to a HVAC company, the unit needs to be replaced at a cost between $15,000.00 and $16,000.00. Councilmember Bryant moved to authorize the Mayor to replace the HVAC Unit. Councilmember Henley seconded and all voted for. B) CONSIDER A RESOLUTION APPROVING THE CONSENT ADMINISTRATIVE ORDER FROM ADEQ City Engineer Damon Johnson addressed the council to explain the proposed resolution. Mr. Johnson said the City submitted an update to the milestone schedule to extend the work completion dates of the corrective actions needed to comply with addressing the Wastewater Consent Administrative Order issued by ADEQ. He said the work at the wastewater facility will have to be complete and the new plant up and running in order to meet the requirements by ADEQ. The proposed resolution approves the new dates for corrective actions. Councilmember Bryant introduced the resolution. Mr. Castleberry read the resolution in full. Councilmember Bryant moved to adopt the resolution and Councilmember Matthews seconded. The roll call count was 7 for and 0 against. The resolution was given #2015-06-01-R. C) POLICE CHIEF ALAN COCKRILL UPDATE Police Chief Alan Cockrill addressed the council with an update on the first week for the new police department. Chief Cockrill said they had a great first week with a few minor glitches, which they expected. He said they received 298 calls from dispatch and logged 24 hours on the new police bikes. The Chief said he has received several positive calls from the public primarily regarding the visibility of the officers. MAYOR COMMENTS The Mayor said the next scheduled meeting will be the Tuesday before the Municipal League Conference. Since he is the incoming President for the League, he will need to go down on Tuesday. He asked if the meeting could be changed to Monday the 22nd Councilmember Matthews so moved and Councilmember Beller seconded. All voted for. LIAISON REPORT Councilmember Bryant said the State Aeronautics Commission did a core drill on our runway and several others throughout the state and said that our runway was not strong enough for a G4 or larger plane. They said it was not a problem since we don't have those planes at our airport, however, Mr. Bryant said we do. He said the Airport Commission and Manager Daren Wilkes are in contact with our representatives in Washington to increase the thickness of the runway. Mr. Bryant said he has talked to the representatives of FutureFuel Chemical Company who land large planes at our airport. He said their only issue was when they have a full load of fuel there wheels will sometime sink into the asphalt ramps when parked. Mr. Bryant said Mr. Wilkes is working on a solution for the problem. COUNCIL COMMENTS Councilmember Bryant asked Chief Cockrill if while patrolling, had the officers logged any inoperative street lights out around town. The Chief said they had noticed 83 lights out and have already reported them to Entergy. ADJOURNMENT There being no further business, Councilmember Bryant moved that the meeting be adjourned.
