HomeMy WebLinkAbout2015-12-22-SPECIAL MINUTES OF COUNCIL SPECIAL MEETING DECEMBER 22, 2015 The Batesville City Council met in special session on December 22 at 11:00 A.M. in the Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Upon roll call, the following councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margarett Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Attorney Tim Meitzen and City Clerk Denise Johnston. Councilmember Bryant moved to approve the prepared agenda and Councilmember Shetron seconded. All voted for. CITIZENS COMMENTS Several citizens, all of whom live outside the city limits of Batesville, addressed council regarding the proposed ordinance regarding equine on city streets. The main concern from the group was safety for the public and horses and wanting the right to drive their private buggies through the Christmas light display. Mayor Elumbaugh assured the group that the City's main concern is safety as well. SPECIAL BUSINESS A) CONSIDER AN ORDINANCE RESTRICTING THE USE OF EQUINE ON CERTAIN CITY STREETS DURING CITY CHRISTMAS LIGHT DISPLAYS. Councilmember Shetron introduced an ordinance to restrict the use of equine on certain City Streets during the City Christmas lights display and authorizing the City Code Enforcement to set standards for carriage rides. Mr. Meitzen read the ordinance in full. Councilmember Bryant moved to suspend the rules and waive the second and third readings. Councilmember Matthews seconded and the electronic roll call count was 8 for and 0 against. Councilmember Bryant moved to adopt the ordinance and Councilmember Shetron seconded. The electronic roll call count was 8 for and 0 against. The ordinance was given #2015-12-01. Mr. Meitzen read the emergency clause. Councilmember Bryant moved to adopt the emergency clause. Councilmember Shetron seconded and the electronic roll call count was 8 for and 0 against. ADJOURNMENT There being no further business, Councilmember Beller moved that the meeting be adjourned.
