HomeMy WebLinkAbout2015-12-29 MINUTES OF COUNCIL DECEMBER 29, 2015 The Batesville City Council met in regular session on December 29, at 5:30 P.M. in the Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Councilmember Henley gave the invocation. Upon roll call, the following councilmembers answered present; Tommy Bryant, Sonya Crafton, Margarett Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Attorney Tim Meitzen and City Clerk Denise Johnston. Councilmember Chris Beller was absent. Councilmember Bryant moved to approve the minutes from the previous meetings of November 11th, December 8th and a special meeting on December 22nd. Councilmember Shetron seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda as amended and Councilmember Shetron seconded. All voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) VIDEO PRESENTATION FROM POLICE CHIEF ALAN COCKRILL Police Chief Alan Cockrill addressed the council and played a video of the conception and past 6 months of Batesville's new Police Department. Chief Cockrill said he is very proud of his department and thanked the Mayor and Council for their support in their historic action of creating our own Police Department. B) CONSIDER A RESOLUTION TO AUTHORIZE AND APPROVE A LEASE PURCHASE AGREEMENT WITH BANCORPSOUTH BANK Councilmember Matthews introduced a resolution to authorize and approve the execution of an equipment lease-purchase agreement with BancorpSouth Equipment Finance for two residential rear load sanitation trucks. Councilmember Matthews moved to suspend the rules and read the resolution by title only. Councilmember Bryant seconded and the electronic roll call count was 7 for and 0 against. Mr. Meitzen read the resolution by title only. Councilmember Matthews moved to adopt the resolution and Councilmember Bryant seconded. The electronic roll call count was 7 for and 0 against. The resolution was given #2015-12-02-R. C) DISCUSS THE 2016 PROPOSED BUDGET The council was given a copy of the proposed 2016 Budget. The Mayor went over a few highlights of the budget and asked the council to take the budget home with them to go through it thoroughly and be ready to adopt it at the next meeting. COMMENTS FROM THE MAYOR Mayor Elumbaugh said the Clerk and Administrative Assistant will both be out of town for the next scheduled council meeting on January 12th. He asked for the meeting to be changed to the first Tuesday in January, the 5th. Councilmember Bryant so moved and Councilmember Henley seconded. All voted for. The Mayor commented on the recent flooding that Batesville received and the extraordinary work of our employees. He said City of Batesville employees always respond when needed and stay until the work is done. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Henley seconded and all voted for.
