The Batesville City Council met in regular session on August 24, at 5:30 P.M. in the Municipal
Building. Mayor Rick Elumbaugh called the meeting to order. Cemetery/Landscape
Supervisor Johnathan Abbott gave the invocation. Upon roll call, the following
councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margarett
Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were
the City Attorney Tim Meitzen and City Clerk Denise Johnston.
Councilmember Bryant moved to approve the prepared agenda and Councilmember
Henley seconded. All voted for.

NEW BUSINESS
A) MR. BOB CARIUS WITH A REPORT FROM MAIN STREET BATESVILLE AND AN
UPDATE ON THE BARNETT BUILDING
Mr. Bob Carius with Main Street Batesville and Mr. Joel Williams, Executive Director of
Main Street Batesville, addressed the council. The council was given update on the
Barnett Building and downtown activity. The heat and air units have been inspected
and repaired, a handicap accessible ramp was added to the rear of the building,
numerous plumbing repairs have been made and the sprinkler-system has been found
to be in good working condition. The Main Street Loft (third floor banquet room) has
been rented on three different occasions and has bookings for six more. The Main
Street streetscape will continue in late fall. Mr. Carius said several new businesses
have recently been added on Main Street and he also informed the council on recent
and upcoming activities for downtown.
B) FIRE CHIEF BRENT GLEGHORN WITH A REQUEST TO PURCHASE A NEW FIRE
TRUCK AND REPLACE TURNOUT GEAR
Assistant Fire Chief Ronnie Painter addressed the council. Chief Gleghorn was ill.
Mayor Elumbaugh said he and the Chief and Asst. Chief had visited at length about
the fire departments fleet of trucks. Mr. Painter said they would like to replace the
1992 GMC Fire Truck and the 2003 Service Truck with a new 2016 pumper/ladder
truck. He said the truck would cost approximately $500,000 and would be paid for by
the county fire tax. Mr. Painter asked for approval for out of state travel to go to South
Dakota to the Rosenbauer plant for help in designing the body of the truck. The travel
expenses will be reimbursed by Rosenbauer. Councilmember Shetron asked the
Asst. Chief to make sure the bid specs are not specific to one manufacturer.
Councilmember Bryant moved to approve the out of state travel. Councilmember
Matthews seconded and all voted for.
Asst. Chief Painter also asked for council approval to replace outdated turnouts. He
said the turnouts are 10 to 15 years old and no longer meet specifications. The 32
turnouts will be paid for out of Act 833 monies. Councilmember Beller moved to allow
the fire department to go out for bids for 32 turnouts. Councilmember Bryant
seconded and all voted for.
C) CONSIDER A RESOLUTION TO REVISE THE COMPREHENSIVE PLAN
Councilmember Matthews introduced a resolution to revise the Batesville
Comprehensive Plan. Councilmember Matthews moved to read the resolution by title
only. Councilmember Bryant seconded and the roll call count was 8 for and 0 against.
Mr. Meitzen read the resolution by title only. Councilmember Bryant moved to adopt
the resolution. Councilmember Matthews seconded and the roll call count was 8 for
and 0 against. The resolution was given #2015-08-03-R.
D) CONSIDER AN ORDINANCE TO AMEND THE BATESVILLE ZONING DISTRICT
MAP
Councilmember Bryant introduced an ordinance that would amend the Batesville
Zoning Districts Map. The property is located at 529 Boswell Street and currently
zoned C-1. Mr. Bob Stroud, attorney for the home owners, said the owners would like
to rezone the property back to R-2 which is consistent with the area. Councilmember
Bryant moved to suspend the rules and read the ordinance by title only.
Councilmember Matthews seconded and the roll call count was 7 for and 1 (Shetron)
against. Mr. Meitzen read the ordinance by title only. Councilmember Matthews
moved to further suspend the rules and suspend the second and third readings.
Councilmember Henley seconded and the roll call count was 8 for and 0 against.
Councilmember Bryant moved to adopt the ordinance and Councilmember Henley
seconded. The roll call count was 8 for and 0 against. The ordinance was given
#2015-08-01.
E. ENGINEER'S REPORT
City Engineer Damon Johnson addressed the council with his engineer's report. Mr.
Johnson said he did not have much to report from the last meeting. He said the
paving is complete for the work that has been done to date in West Batesville. The
construction crew is taking a break from Westside and adding crews to the 20th Street
project. The other departments are operating as usual. Mayor Elumbaugh asked
about the possibility of having the water tank in Eagle Mountain painted. Mr. Johnson
said he was aware of the paint condition and hoped to be able to have it painted within
the next couple of years.
F. REVIEW JUNE FINANCIAL STATEMENTS
The council was given a copy of the June, 2015 financials for review.
MAYOR COMMENTS
Mayor Elumbaugh asked the council to keep the Lynn Bachman family in their
thoughts and prayers. Mr. Bachman passed away after long battle with cancer.
The Mayor said the annual Municipal League Planning Meeting held in Batesville last
week was a great success. Approximately 60 officials from across the state attended the
meeting. Some had never been to Batesville and for some it had been many years. He said
he has received excellent comments for all of the events that took place during the 3 day
meeting. He said he took the group on a tour of the Bad Boy operations and knows that at
least two orders for mowers have been placed. The Mayor thanked the City Clerk and his
Administrative Assistant Jennifer Corter for their hard work in preparing for the event.
LIAISON REPORT
Councilmember Bryant said the remodel work at the Airport has started and the office
has moved to its temporary location in the Rogers building. He said the airport is about ready
to go out for bids for the new taxi-way project.
COUNCIL COMMENTS
Councilmember Henley said several citizens have contacted her with their concerns
about the lack of work being done on the new Community Center and Aquatics Park. Parks
Director Jeff Owens said there is work being done but it is not necessarily easy to see.
Concrete for the outdoor pools is being poured but because the location is at the back of the
property, it is hard to see. Also the north side of the roof of the gymnasium is complete and
work has begun on the south side. In other parks activities, Mr. Owens said the last Movies
In The Park gathered about 200 people. He said he has one more movie scheduled in
September and two in October. The new playground equipment located near the T-Ball fields
at the Terry Sims Diamond Sports complex has been delivered and almost completely
assembled. Mr. Owens said another baseball tournament is scheduled for this weekend with
30 teams participating. Another tournament is scheduled for September 12th bringing the
total number of tournaments to nine.
Councilmember Matthews asked Code Enforcement Officer Chad McClure about the
status on the old Batesville Country Club. Dr. Matthews said the property needs mowing.
Mr. McClure said he has visited with the new owners and will touch base with them again
about cleaning up the property.
ADJOURNMENT
There being no further business, Councilmember Bryant moved that the meeting be
adjourned. Councilmember Henley seconded and all voted for.
