HomeMy WebLinkAbout2012-12-11 MINUTES OF COUNCIL DECEMBER 11, 2012 The Batesville City Council met in regular session on December 11, at 6:30 PM at the Municipal Building. Mayor Elumbaugh called the meeting to order. Cemetery / Landscape Supervisor Jonathan Abbott gave the invocation. Upon roll call, the following council answered present; Tommy Bryant, Margarett Henley, Paige Hubbard, Davy Insell, Fred Krug, Douglas Matthews, and Chris Poole. Also present were the City Clerk and the City Attorney. Councilmember David Shetron was absent. Councilmember Insell moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Insell seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) SHERIFF'S DEPARTMENT REPORT Chief Deputy Alan Cockrill addressed the council with the Sheriff's Department's monthly report. Chief Cockrill reported on a bust on Bayou Street that resulted in recovering a large quantity of stolen goods. The Chief said it will solve between 15 and 20 recent breaking and enterings and burglaries. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his engineer's report. Mr. Johnson said the repairs to the Water Treatment Plant are progressing with all the safety issues repaired and the work is now concentrated on the controls. The work at the Wastewater Treatment Plant is also progressing nicely. He said we were about 18 months away from starting up the new facility. Sludge is still being removed and because of the amount being removed this year, he said he has removed the expense line item out of next year's budget. Sewer line construction on Westside is progressing on schedule. Construction crews are also fixing random water leaks. Street Department is starting a new sidewalk rehab project. C) EXECUTIVE SESSION Councilmember Matthews moved to go into executive session. Councilmember Bryant seconded and all voted for. Upon returning from executive session, Councilmember Krug moved to re- appoint Ms. Gail Harley, Ms. Mayfan Thomas and Mr. Ron Autry to the Historic District Commission. Councilmember Matthews seconded and all voted for. All terms will expire 1/8/2016. D) PAID BILLS REPORT The council was given a copy of the November, 2012 paid bills report for review. E) REVIEW OF 2011 AUDIT The council was given a copy of the 2011 Annual Audit for review. MAYOR COMMENTS Mayor Elumbaugh asked Councilmember Bryant to give a report on the City's sales tax collections. Councilmember Bryant, who has done extensive research on sales tax collections for the past couple of years, gave the council a comparative report for the past 12 months for both the county one cent sales tax and the Wastewater one cent sales tax. The report shows an 8.89% increase for the county sales tax and a .05% decrease for the Wastewater tax. He explained to the council that there are several variables on why sales tax revenues fluctuate throughout the year. He also explained how the "Tax Back" program works and how it affects our sales tax revenues. The Mayor invited the council to the ribbon cutting ceremony for phase 2 of the Greenway Trail. The ceremony will be tomorrow at 11:00 AM. There will be a tree planting at the Shooting Range on Monday, December 17th at 2:00 PM to celebrate Arbor Day. Mayor Elumbaugh congratulated the Batesville High School football team for their runners-up in the 5A State Championship. He also congratulated BHS football Coach Dave King for being named 5A Coach of the Year. The Mayor made mention of the spectacular Christmas light display at Riverside Park and Main Street. He recognized Landscape Supervisor Johnny Abbott for a great job by him and his crew. He said the Christmas parade was also very good and was well attended by the public. The Mayor said because the next scheduled meeting will fall on Christmas day, he would like to move the meeting to next Tuesday, December 18th. Because of a conflict the meeting will be begin at 4:45. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Insell seconded and all voted for.
