SPECIAL MEETING
MARCH 23, 2012
The Batesville City Council met in special session on March 23, at 12:00 PM at
the Municipal Building. Mayor Elumbaugh called the meeting to order. Upon roll call,
the following council answered present; Tommy Bryant, Margarett Henley, Paige
Hubbard, Davy Insell, Fred Krug, Douglas Matthews, Chris Poole, and David Shetron.
Also present were the City Clerk and the City Attorney.
NEW BUSINESS
A) CONSIDER AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR A NEW
PUMPER TRUCK FOR THE BATESVILLE FIRE DEPARTMENT
Councilmember Matthews introduced an ordinance to waive competitive bidding
and authorize the purchase of a new 2011 International Dura Star 440 Class A
Pumper Fire Truck for the Batesville Fire Department. Fire Chief Brent Gleghorn
said they need to replace Engine 1 which is a 1988 model and is currently out of
service. The cost of repairs would be in excess of$23,000.00. He said he has
checked what similar trucks are selling for and it is between $3,000.00 and
$5,000.00, therefore repairing the truck would not be feasible. In the discussion
on how the truck will be paid for, the Chief said they will finance the truck and pay
for the principal payments from Act 833 and the interest from City General. City
Attorney Castleberry read the ordinance in full. Councilmember Matthews
moved to suspend the rules and waive the second and third readings.
Councilmember Bryant seconded and the roll call count was 8 for and 0 against.
Councilmember Matthews moved to adopt the ordinance and Councilmember
Bryant seconded. The roll call count was 8 for and 0 against. The ordinance
was given #2012-03-01. Councilmember Matthews moved to adopt the
emergency clause. Councilmember Insell seconded and all voted for.
ADJOURNMENT
There being no further business, Councilmember Bryant moved that the meeting
be adjourned. Councilmember Insell seconded and all voted for.
