NOVEMBER 8, 2011
The Batesville City Council met in regular session on November 8, at 5:30 PM at
the Municipal Building. Mayor Elumbaugh called the meeting to order. Councilmember
Krug gave the invocation. Upon roll call, the following council answered present;
Tommy Bryant, Paige Hubbard, Davy Insell, Fred Krug, Douglas Matthews, Chris Poole,
and David Shetron. Also present were the City Clerk and the City Attorney.
Councilmember Margarett Henley was absent.
Councilmember Insell moved to approve the minutes from the previous meeting.
Councilmember Shetron seconded and all voted for.
Councilmember Shetron moved to approve the prepared agenda.

NEW BUSINESS
A) RECOGNIZE MR. MAX STEINER WITH UNIMIN CORP FOR HIS
CONTRIBUTIONS TO THE CITY OF BATESVILLE
Mayor Elumbaugh recognized Mr. Max Steiner with Unimin Corp. for his years of
contributing silica sand to the City. The sand is used on the Volleyball courts,
golf course and the pool filter systems. The Mayor presented Mr. Steiner with a
certificate of appreciation.
B) CONSIDER AN ORDINANCE TO ESTABLISH A SUPPLEMENTAL TAX ON
ALCOHOLIC BEVERAGES
Councilmember Insell introduced an ordinance that would establish a 5% tax on
all alcoholic beverages including beer and wine sold within the City limits of
Batesville. Mr. Castleberry read the ordinance in full. After a brief discussion,
Mayor Elumbaugh said the ordinance will be placed on the next meeting's
agenda for the second reading.
C) CONSIDER A RESOLUTION TO DEDICATE THE ALCOHOLIC BEVERAGES
TAX TO BE USED FOR THE PURPOSE OF PUBLIC SAFETY
Mayor Elumbaugh said this resolution would not be acted upon unless the
alcohol tax is approved. If the ordinance to establish an alcohol tax is approved,
this proposed resolution will be considered at that time.
D) ENGINEER'S REPORT
City Engineer Damon Johnson addressed the Council with his engineer's report.
Mr. Johnson brought the council up to date on various activities going on in the
City.
E) REVIEW SEPTEMBER 2011 FINANCIALS
The council was given a copy of the September 2011 Financials. The Mayor
mentioned that he has set a budget meeting for November 22nd after the
scheduled council meeting.
F) REVIEW OF PAID BILLS REPORT
The Council was given a copy of the October, 2011 paid bills report for review.
MAYOR COMMENTS
The Mayor welcomed Mr. Bob Quall's writing class from Lyon College to the
council meeting. He also congratulated the Lady Pioneers for the second place finish in
the State Cross Country meet. He also congratulated Logan Bishop for her first place
finish in the meet and Joel Baxter for finishing in the top 10. He said there has not been
a male finish in the top 10 since 1989.
The council was informed of the trade in of a 2010 John Deere Tractor for a 2011
John Deere Tractor for the Wastewater Treatment facility.

ADJOURNMENT
There being no further business, Councilmember Matthews moved that the
meeting be adjourned. Councilmember Insell seconded and all voted for.
