SPECIAL MEETING
JULY 19, 2010
The Batesville City Council met in special session on July 19, at 5:00 PM at the Municipal
Building. Mayor Elumbaugh called the meeting to order. Upon roll call, the following council
answered present;Tommy Bryant, Margarett Henley, Davy Insell, Fred Krug, Douglas
Matthews, Matt McDonald, Richard O'Neal and David Shetron. Also present were the City Clerk
and the City Attorney.
A) HEAR PRESENTATION FROM PARKS AND RECREATION TASK FORCE REGARDING THE
LAND SITE FOR THE PROPOSED SPORTS COMPLEX
Mr. Greg Mohlke, spokesman for the Move Batesville Forward Parks and Recreation
Task Force addressed the council regarding the land site for the proposed sports complex.
Mr. Mohlke informed the council on all the proposals the task force received and the
grading scale used to select the land. The task force is recommending the Rutherford farm
off of Gap Road. The land consists of 245 acres. The cost of the land is $9,000 per acre for
97 acres that are not considered to be in the flood plain and $6,000 per acre for 150 acres
of low ground. The council asked several questions to Mr. Mohlke and Mr. Mizan Rahman
with ETC Engineers & Architects. The council asked Mr. Rahman about the potential for
flooding on the proposed site. Mr. Rahman said flooding should not be a large issue for
the proposed site. He said lots of cities build sports complexes in flood plains. Most of the
flood waters that would impact the property would be back fill, not flowing water which
does the most damage. Back fill water will simply make a mess to clean up. The proposed
structures will be elevated and made out of blocks which would also hold up well in a
flood. After a lengthy discussion, Councilmember McDonald moved to give the Mayor
authority to sign any contracts necessary to acquire the land if all four questions pass on
the August 101h election. Councilmember Insell seconded and the roll call count was 8 for
and 0 against.
ADJOURNMENT
There being no further business, Councilmember O'Neal moved that the meeting be
adjourned. Councilmember Insell seconded and all voted for.
