The Batesville City Council met in regular session on July 6, at 5:30 PM at the Municipal
Building. Mayor Elumbaugh called the meeting to order. Councilmember Krug gave the
invocation. Upon roll call, the following council answered present;Tommy Bryant, Margarett
Henley, Davy Insell, Fred Krug, Douglas Matthews, Matt McDonald, Richard O'Neal and David
Shetron. Also present were the City Clerk and the City Attorney.
Councilmember Insell moved to approve the minutes from the previous meeting.
Councilmember Henley seconded and all voted for.
Councilmember O'Neal moved to approve the prepared agenda. Councilmember Bryant
seconded and all voted for.
CITIZENS COMMENTS
Mr. Greg Mohlke with the Moving Batesville Forward Recreation Task Force addressed
the council with an update on the land search for the proposed sports complex. Mr. Mohlke
said they had 6 proposals in hand and the task force will consider each and bring a
recommendation before the council for the final selection. Mr. Mohlke said the foam board
drawings and brochures were completed and currently being distributed.
UNFINISHED BUSINESS
A) SECOND READING OF AN ORDINANCE TO AMEND THE BATESVILLE ZONING CODES
Councilmember Bryant moved to read the second reading by title only. Councilmember
Insell seconded and the roll call count was 8 for and 0 against. The ordinance will be
placed on the July 27th agenda for the third and final reading.
NEW BUSINESS
A) RECOGNITION OF THE LARRY SHAW FAMILY
Mayor Elumbaugh recognized the Larry Shaw family for their contributions to Batesville
and Independence County. Mr. Shaw has 31 years in the race car industry and has left
his foot print in Batesville and worldwide. Mr. Shaw's company has built over 3,000
race cars and has a goal now of reaching 5,000. Mayor Elumbaugh gave Mr. Shaw and
his family a certificate of appreciation.
B) ENGINEER'S REPORT
City Engineer Damon Johnson addressed the council with his engineer's report. Mr.
Johnson asked the council for permission to send utility billing supervisor Nick Baxter to
San Antonio, TX to visit a company he is considering to outsource the utility statements
to. Currently the utility uses Data Pros and they have recently imposed a rate increase.
Mr. Johnson said the company in San Antonio is less expensive but Mr. Baxter wants to
visit the facility to make sure they can handle our capacity. Councilmember Matthews
moved to approve the out of state travel and Councilmember McDonald seconded. All
voted for.
Mr. Johnson gave the council a brief update on all the departments within the city.
C) REVIEW PAID BILLS REPORT FOR MAY, 2010
The council reviewed the paid bills report for May, 2010.
MAYOR COMMENTS
Mayor Elumbaugh informed the council of three public hearings scheduled for the
proposed recreation tax. The dates are July 191h at West Elementary,July 22nd at Batesville High
School and July 26th at UACCB. The Mayor encouraged each councilmember to attend the
meetings.

COUNCIL COMMENTS
Councilmember Bryant said the Harrison Street dedication was going to be either
August 6th or 7th
ADJOURNMENT
There being no further business, Councilmember O'Neal moved that the meeting be
adjourned. Councilmember Bryant seconded and all voted for.
