MINUTES OF COUNCIL <br /> FEBRUARY 14, 2006 <br /> The Batesville City Council met in regular session on February 14, at 5:30 <br /> PM at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Councilmember Matthews gave the invocation. Upon roll call the following <br /> councilmembers answered present: R.L. Carpenter, John Cooke, Fred Krug, <br /> Doug Matthews, Dana Mynatt, and Paula Terrell. The City Clerk was also <br /> present. City Attorney Stalker and Councilmembers Pectol and Smart were <br /> absent. <br /> COMMENTS FROM CITIZENS <br /> Mayor Biard opened the floor for citizen comments. There being none, the <br /> Mayor closed the citizens comment forum. <br /> ROUTINE BUSINESS <br /> Councilmember Mynatt moved to approve the minutes from the previous <br /> meeting and Councilmember Cooke seconded. All voted for. <br /> UNFINISHED BUSINESS <br /> SECOND READING OF AN ORDINANCE EXEMPTING CERTAIN <br /> ITEMS FROM BIDDING <br /> Mayor Biard read the ordinance in full that would exempt certain items <br /> from bidding. Councilmember Matthews moved to suspend the rules and place <br /> the ordinance on the third reading. Councilmember Krug seconded and the roll <br /> call was 4 for (Krug, Matthews, Terrell and Carpenter) 1 against (Mynatt) and 1 <br /> abstained (Cooke). The motion failed. The ordinance will be on the next agenda <br /> for the final reading. <br />
