6 -MIN <br />ORDIUNCE h0. <br />MW <br />AN ORDIYUNCF LE%rMG A ORE YILL TAX ON THE REAL AID <br />PERSONAL P&UPERTX WITHIN THE CITY OF BATESVILIE FOR THE <br />PURPOSE Or MAI 'TAINIAIG A PUBLIC CITY LIBRARY. <br />Whereas, pursuant to the filing of petitioner with the Mayor, more <br />than thirty days before said election# signed by and containing the names <br />of more than 100 taxpaying electors of said City, the question as to whether <br />a one mill tax should be levied on the real and personal property within <br />the City of Batesville, Arkansas, for the purpose of maintaining a Public <br />City Library, was submitted to the qualified electors of said City at the <br />City general Election held an April 4, 1944] and, <br />Whereas, *Jw as duly certified by the Election Commissioners, a majority <br />of said electors voting on the question at such election voted in favor of <br />such specified tax,and thereafter the Mayor so proclaimed the result of said <br />election] and, <br />Whereas, pursuant to the lays and Constitution of the State of Arkansas, <br />all things have happened and been done making it our duty and injunction to <br />levy such taxi therefore, <br />BE IT ORDAINED BY TIM COUNCI ' OF THE CITY OF BATESVILIE„ ARKANSASs <br />Section 1. That there is hereby levied upon all real and personal property <br />yr n th City of Batesville, Arkansas, a tax of one (1) mill for the ex. <br />elusive use and purpose of maintaining a Public City Libraryl and the City <br />Recorder is directed to transmit a certified copy of this ordinance to the <br />County Clerk to the end that said taxes may be extended on the tax books of <br />said County and collected, annually and continually hereafter, as are other <br />general taxes of said City. <br />Section 2. It is ascertained and deolared that the lack of public library <br />?acrlities endangers the education, health and safety of the inhabitants of <br />said City. It is therefore declared that an emergency exists,, that this <br />ordinance is necessary for the immediate preservation of the public peace, <br />health and safety„ and that this ordinance shall take effect and be in force <br />from and after its passage and publication. <br />Pa,sseds • APPMVEDs ,Mayor. <br />Attests ,City Recorder. <br />
