(B) ENGINEER'S REPORT <br /> City Engineer Damon Johnson addressed the council and gave a quick <br /> overview of the projects and accomplishments for the water and sewer <br /> departments for 2008. He then briefly talked about the wastewater plant <br /> upgrade, the need for a 10 sales tax to cover the debt service of the upgrade and <br /> the upcoming rate adjustment of water and sewer fees. <br /> (C) CONSIDER AN ORDINANCE TO CALL A SPECIAL ELECTION TO <br /> CONSIDER A SALES TAX PROPOSAL FOR THE UPGRADE OF THE <br /> WASTEWATER FACILITY <br /> Councilmember Matthews introduced an ordinance calling for a special <br /> election in the City of Batesville to issue bonds for the purpose of financing the <br /> cost of the wastewater plant upgrade and levying a new one percent sales and <br /> use tax for the purpose of retiring the bonds. Mr. Ryan Bowman, Bond Attorney <br /> with Friday, Eldridge and Clark read the ordinance in full. Mayor Elumbaugh <br /> opened the floor for discussion and took comments and questions from the <br /> audience. Several local business owners and citizens commented that the <br /> wastewater plant upgrade was unavoidable and the passage of a sales tax to <br /> pay for the upgrade was imperative. The council also talked of the importance of <br /> the upgrade and sales tax. Councilmember Matthews moved to suspend the <br /> rules and wave the second and third readings and read by title only. <br /> Councilmember Shetron seconded and the roll call vote was 8 for and 0 against. <br /> Mr. Bowman read the ordinance by title only and Councilmember Insell moved to <br />
