MINUTES OF COUNCIL <br /> OCTOBER 28, 2008 <br /> The Batesville City Council met in regular session on October 28, at 5:30 <br /> PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. <br /> Councilmember Terrell gave the invocation. Upon roll call the following <br /> councilmembers answered present: R.L. Carpenter, Davy Insell, Fred Krug, <br /> Doug Matthews, Matt McDonald, Trula Pectol, David Shetron, and Paula Terrell. <br /> Also present were the City Clerk and the City Attorney. <br /> Councilmember Shetron moved to approve the minutes from the previous <br /> meeting and Councilmember Insell seconded. All voted for. <br /> Councilmember Insell moved to approve the prepared agenda. <br /> Councilmember Shetron seconded and all voted for. <br /> COMMENTS FROM CITIZENS <br /> Ms. Earlene McMullin spoke regarding the proposed change of lower Main <br /> Street between Central Avenue and State Street from a one-way street to a two- <br /> way street. Ms. McMullin said she hoped the council will leave it as it is. Mrs. <br /> Mayfan Thomas also spoke on the Main Street issue. Mrs. Thomas has a <br /> business on the portion of Main to be changed. She said the change would <br /> cause confusion, hurt the businesses located in the street and potentially cause <br /> more accidents. Mrs. Margaret Matthews also said she wanted the street to stay <br /> like it is. Mrs. Paula Grimes with Main Street Batesville addressed the council <br /> and read a prepared statement regarding the issue. She said since the council <br /> decided to leave the stop light and had mapped out a turnaround at the end of <br />
