SECOND READING OF PROPOSED SIGN ORDINANCE <br /> Mayor Biard read the proposed sign ordinance by title only for the second <br /> reading. The Mayor then opened the floor for council comments and comments from <br /> the audience. After a brief discussion, the Mayor said the ordinance will be placed on <br /> the next meetings agenda for the third and final reading. <br /> SECOND READING OF ORDINANCE TO ESTABLISH PENALTIES FOR <br /> VIOLATIONS OF ALL CITY ORDINANCES <br /> Mayor Biard read the ordinance to establish penalties for violations of all city <br /> ordinances by title only for the second reading. After a discussion, Councilmember <br /> Carpenter moved to suspend the third reading. Councilmember Cooke seconded <br /> and the roll call count was 6 for and 1 (Mynatt) against. Councilmember Carpenter <br /> then moved to adopt the ordinance. Councilmember Smart seconded and the roll <br /> call count was 7 for and 0 against. The ordinance was given # 2005-11-1. <br /> CONSIDER PARTY PRIMARIES FOR MUNICIPAL ELECTIONS <br /> Mayor Biard asked the council their preference on next year's municipal <br /> elections. Those wanting to run in the party primary were Terrell, Carpenter, Cooke <br /> and Matthews. Smart, Krug and Mynatt voted to run as Independents. The majority <br /> was for party primaries for the 2006 municipal elections. <br /> CONSIDER AN ORDINANCE TO INCREASE THE ANIMAL CONTROL FEES <br /> Councilmember Terrell introduced an ordinance that will amend Ordinance <br /> #98-10-1 and raise the fees for animal control. Mayor Biard read the ordinance in <br /> full. Councilmember Terrell moved to suspend the second and third readings. <br /> Councilmember Cooke seconded and the roll call count was 7 for and 0 against. <br />
