MINUTES OF COUNCIL <br /> SEPTEMBER 14, 2004 <br /> The Batesville City Council met in regular session on September 14, at 5:30 PM at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave <br /> the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, <br /> R.L. Carpenter, Robert Ford, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also <br /> present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. <br /> Councilmember Gaither was absent. <br /> Councilmember Ford moved to approve the minutes from the last meeting. <br /> Councilmember Watkins seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda. Councilmember Cargill <br /> seconded and all voted for. <br /> REPORT FROM COMMITTEE APPOINTED TO MAKE RECOMMENDATIONS ON <br /> SPEEDING <br /> Councilmember Carpenter spoke to the council on behalf of the committee appointed to <br /> make recommendations on the speeding problems in Batesville. Mr. Carpenter said the <br /> committee met on September lst and 8th to discuss speeding. He said they discussed the <br /> possibility of purchasing motorcycles to help in speed control however after visiting with the <br /> City of Searcy, due to safety, costs, liability, etc they decided against it. Mr. Carpenter said the <br /> committee was against installing more stop signs or speed bumps. They asked the sheriff to <br /> increase patrols on Main Street and 20th Street for a week. During that week, 53 citations were <br /> written on Main with an average speed of 37.8 and 66 citations on 20th with an average speed of <br /> 41.9. Mr. Carpenter said he feels the only way to slow people down is through community <br />
