MINUTES OF COUNCIL <br /> JULY 13, 2004 <br /> The Batesville City Council met in regular session on July 13, at 5:30 PM at the Municipal <br /> Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. <br /> Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert <br /> Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also present were the <br /> City Clerk Denise Johnston and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the minutes from the last meeting. Councilmember <br /> Watkins seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda. Councilmember Watkins seconded <br /> and all voted for. <br /> SHERIFF'S REPORT <br /> The council was given a copy of the Departmental Activity and Status Report for June, 2004. <br /> DISCUSSION WITH JAYCEES ON RELEASE OF FUNDS <br /> Members of the Batesville Jaycees addressed the council to ask for the release of$45,000 from the <br /> Jaycee Trust Fund. The Trust Fund currently has approximately $53,000 from rental income from the <br /> building down at the stadium. The Jaycees plan to use around $40,000 to help renovate the building at the <br /> stadium primarily roof repair. Also, they wish to donate $5,000 to the amphitheater project. <br /> Councilmember Cargill moved to release the funds and Councilmember Carpenter seconded. All voted <br /> for. <br /> DISCUSSION ON ORDINANCE FOR VEHICLE LOTS, ETC. BEING HARD SURFACED <br /> Councilmember Cargill introduced an ordinance that would require public or private parking areas <br /> including open sales and storage areas to be improved with a paved or concrete surface; and to require <br /> existing parking lots to be improved with a paved or concrete surface by a date no later than seven years <br /> from the date of this passage. Mayor Biard read the ordinance in full and Councilmember Cargill moved <br /> to suspend the rules and place the ordinance on the second reading. Councilmember Watkins seconded <br />
