The Mayor <br /> read the ordinance for the third reading and Councilmember Cargill moved to adopt the ordinance. <br /> Councilmember Carpenter seconded and the roll call count was 7 for and 1 (Gaither) against. The <br /> ordinance was given 42004-7-1. <br /> DISCUSSION ON GRASS CONTROL ORDINANCE <br /> The council again discussed options for a grass control ordinance. After a discussion the council <br /> gave the City Attorney recommendations for an ordinance to be ready at the next meeting. <br /> DISCUSSION IF THE CITY CAN DEMOLISH PROPERTY THAT IS TIED UP IN <br /> BANKRUPTCY COURT <br /> City Attorney Scott Stalker advised the council that the City cannot demolish property tied up in <br /> bankruptcy court without going through the proper procedure. He said the City may petition the court and <br /> possibly receive permission to demolish the property. Councilmember Watkins moved for the City <br /> Attorney to petition the court for such permission. Councilmember Ford seconded and all voted for. <br /> Mr. Stalker said the city could however mow the property and place a lien on the tax record. <br /> Councilmember Terrell moved to mow the property and place the lien and Councilmember Carpenter <br /> seconded. All voted for. <br /> MAIL LETTER TO COLLECT LIEN <br /> The council was informed that a piece of property that the city has a lien on recently sold without <br /> the lien being paid. Councilmember Watkins moved that the City Clerk mail a letter to the new owners <br /> asking that the lien amount be paid. Councilmember Terrell seconded and all voted for. <br /> CONSIDER A 4-WAY STOP AT 20TH AND LYON STREETS <br /> Councilmember Mitchum gave the council a proposal for a 4-way stop at the intersection of 20th <br /> and Lyon Streets. There is currently stop signs on Lyon Street. Mr. Mitchum showed the council pictures <br />
