MINUTES OF COUNCIL <br /> MARCH 23, 2004 <br /> The Batesville City Council met in regular session on March 23, at 5:30 PM at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford <br /> gave the invocation. Upon roll call the following Councilmembers answered present: <br /> Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, <br /> Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston. City <br /> Attorney Scott Stalker was absent. <br /> Councilmember Ford moved to approve the minutes from the last meeting. <br /> Councilmember Cargill seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda. Councilmember <br /> Watkins seconded and all voted for. <br /> UPDATE ON AMPHITHEATRE <br /> Mayor Biard, Parks Director Randy Palmer and Architect Herman Lee brought <br /> the council up to date on the amphitheatre plans. The council was given drawings of the <br /> proposed plans. After a discussion, Councilmember Watkins moved to go forward with <br /> the plans and Councilmember Cargill seconded. All voted for. <br /> UPDATE ON PUBLIC FACILITIES BOARD <br /> Mr. Joe Reynolds, Chairman of the Public Facilities Board, addressed the council <br /> to present the Public Facilities Boards 2003 Annual Report. Mr. Reynolds said that at the <br /> board's March 23 meeting, they accepted the resignation of board member Boris Dover. <br /> Mr. Dover had to resign because of a conflict. Mr. Reynolds said they unanimously <br /> approved the appointment of Ms. Nancy Thomas to fill the unexpired term of Mr. Dover. <br /> Ms. Thomas' term will expire November 10, 2006.
