voted to re-appoint Mr. Robert Parman to the board. Mr. Parman's term will expire <br /> November 10, 2009. <br /> CONDEMNATION HEARING ON 2060 COLLEGE STREET <br /> Mr. Chad McClure, Code Enforcement Officer, showed the council pictures of a <br /> structure located at 2060 College Street to consider for condemnation. Mayor Biard <br /> opened the public hearing at 6:20 P.M. Mr. Steve Bailes, owner of the property told the <br /> council because of health problems he has been unable to make repairs to the property. <br /> Mr. Von Perky told the council he had made an offer to buy the property to tear down but <br /> was unable to complete the deal because the property is tied up in bankruptcy. Mr. Bailes <br /> said he would do the required repairs but would need about 1 year to complete them. Mr. <br /> Bailes currently lives in Stuttgart, Arkansas. Mayor Biard closed the public hearing at <br /> 6:36 P.M. After a discussion among the council, Councilmember Carpenter introduced a <br /> resolution to condemn the property. Mayor Biard read the resolution and <br /> Councilmember Cargill moved to adopt the resolution and Councilmember Carpenter <br /> seconded. All voted for. The resolution was given 42004-3-1-R. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard told the council because the Arkansas Legislature adopted Act 107, <br /> the City was going to have to start collecting sales tax on garbage collection. There are <br /> still uncertainties about the tax and the Department of Finance and Administration is <br /> currently working on guidelines on who has to collect the tax. Act 107 goes into effect <br /> July 1, 2004. <br /> FIXES ASSET TRANSFERS AND DISPOSALS <br />
