CONSIDER A RESOLUTION TO APPROVE ISSUANCE OF BONDS BY THE PUBLIC <br /> FACILITIES BOARD <br /> Mayor Biard read a resolution approving the issuance by the City of Batesville Public Facilities <br /> Board of not to exceed $15,000,000 in aggregate principal amount of capital improvement revenue <br /> bonds (White River Medical Center Project). Ms. Jane Dickey with the Rose Law Firm and Mr. Gary <br /> Britton, Chief Financial Officer with White River Medical Center were present to answer questions <br /> from the council. The purpose is for acquiring, construction, and equipping capital improvements to <br /> White River Medical Center consisting generally of a women's center, diagnostic equipment, and a <br /> paperless medical records system. Councilmember Watkins moved to adopt the resolution and <br /> Councilmember Cargill seconded. Allvoted for. The resolution was given 42003-11-1-R. <br /> REPORT BY MAIN STREET BATESVILLE <br /> Ms. Selina Anderson and Mr. Bob Carius addressed the council with the Main Street Batesville <br /> year-end report. <br /> SECOND READING FOR AN ORDINANCE TO RE-ZONE PROPERTY IN THE 14TH <br /> STREET AREA FROM R-2 TO C-1 <br /> Mayor Baird read for the second reading an ordinance that would re-zone property on 14th <br /> street from R-2 to C-1. The parcels are owned by Doug Hill, Buddy Row, Ben Earls, Mickey Powell <br /> and Estelle Ruker. Mr. Doug Hill asked for the re-zoning and Code Enforcement Officer Chad <br /> McClure contacted the other landowners that made up the entire block to see if they were interested in <br /> re-zoning. They were in favor of the re-zoning so they were included in the petition. However, the re- <br /> zoning notice was only posted on the lot owned by Mr. Hill. Because of this oversight, the council felt <br /> it was best to start the re-zoning preceding over and to not pass this ordinance. Councilmember <br /> Mitchum moved to suspend the rules and place the ordinance on the third reading. Councilmember <br /> Terrell seconded and the roll call was 7 for and 0 against.
