MINUTES OF COUNCIL <br /> DECEMBER 16, 2003 <br /> The Batesville City Council met in regular session on December 16, at 5:30 PM at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford gave the <br /> invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. <br /> Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. <br /> Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the minutes from the last meeting. Councilmember <br /> Gaither seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda as amended. Councilmember <br /> Cargill seconded and all voted for. <br /> SHERIFF'S REPORT <br /> The council was given a copy of the Independence County Sheriff's Departmental Activity and <br /> Status Report for November 2003. <br /> CONSIDERATION OF 2004 BUDGET <br /> The council was given a copy of the proposed budget for 2004 with the changes made as <br /> requested. Mayor Biard read the 2004 budget ordinance in full and Councilmember Watkins moved to <br /> dispense with the rules for the second and third readings and Councilmember Cargill seconded. The <br /> roll call count was 8 for and 0 against. Councilmember Watkins moved to adopt the ordinance and <br /> Councilmember Cargill seconded and the roll call count was 8 for and 0 against. The ordinance was <br /> given 42003-12-1. <br /> CONSIDER A RESOLUTION TO RAISE OPENING AND CLOSING FEES FOR OAKLAWN <br /> CEMETERY <br /> Mayor Biard read a resolution that would increase the opening and closing fees for Oaklawn <br /> Cemetery and the Gray's Addition to Oaklawn to $350.00. Councilmember Watkins moved to adopt <br />
