The resolution was given 42003- <br /> 12-3-R. <br /> CONSIDER COMPETITIVE BIDDING FOR 2004 <br /> Mayor Biard read an ordinance that would waive competitive bidding during the calendar year <br /> of 2004 on the purchases of used equipment, motor fuel, SB-2, Hot mix asphalt, cold mix asphalt, <br /> property insurance and employee health insurance. Councilmember Watkins moved to dispense with <br /> the rules for the second and third readings and Councilmember Gaither seconded. The roll call count <br /> was 8 for and 0 against. Councilmember Cargill moved to adopt the ordinance and Councilmember <br /> Gaither seconded. The roll call count was 8 for and 0 against. The ordinance was given 42003-12-2. <br /> Councilmember Cargill moved to adopt the emergency clause and Councilmember Carpenter <br /> seconded. All voted for. <br /> CONSIDER NEW ADMINISTRATIVE FEES AND ADDITION TO EMPLOYEE <br /> HANDBOOK <br /> The Clerk asked the council to consider implementing administrative fees for <br /> withholding child support, garnishments and other court mandated withholdings. The law allows up to <br /> $2.50 per withholding per pay period. Councilmember Cargill moved to apply the state allowed <br /> maximum fee and Councilmember Pectol seconded. All voted for. <br /> The clerk told the council that the auditors had recommended that we have a cell phone policy <br /> added to our personal policy. After a discussion, the council asked the clerk to prepare a cell phone <br /> policy for adoption and also include a policy for Internet usage. <br /> There being no further business, Councilmember Watkins moved that the meeting be <br /> adjourned.
