PART IV <br /> PROGRAM NARRATIVE STATEMENT <br /> OBJECTIVE: To provide funding for the preparation of a Master Plan for the <br /> present site of the Batesville Municipal Airport. <br /> NEED: The City of Batesville currently has an urgent need to expand <br /> its airport facilities. It has no master plan. Prior to com- <br /> mitting the future expansion and building, a long term master <br /> plan must be developed in order to provide for efficient and <br /> orderly utilization of present space and facilities, as well <br /> as possible land acquisition, zone easements and other miscellaneous <br /> improvements required by future demand for services. Each of <br /> these items needs detailed investigation and documentation as <br /> well as environmental clearance. The proposed Airport Master <br /> Plan is required to provide this detailed documentation and <br /> environmental data as a basis for future growth. <br /> BENEFITS: The proposed Airport MasterPlan will provide detailed recommendation <br /> and documentation for future development to satisfy projected <br /> aviation demand. <br /> APPROACH: The Airport Master Plan will be developed in the four phases <br /> • outlined in FAA Advisory Circular 150/5070-6: <br /> Phase I An inventory of existing airport facilities and <br /> an analysis of airport requirements to serve <br /> the area. <br /> Phase II Evaluation of the existing airport site for • <br /> future development. <br /> Phase III Planning the airport with respect to airport <br /> layout, land use, terminal areas, and airport <br /> access. <br /> Phase IV Development of a financial plan to fund the <br /> proposed facilities and improvements. <br /> Phase I - Airport Requirements <br /> (1) Inventory <br /> The inventory will be of existing airport facilities at <br /> Batesville, area planning efforts which may affect the <br /> master plan, and review of existing area airport plans. <br /> Also, a historical review of development of the existing <br /> • airport will be made. <br />
