(2) Forecast of Aviation Demand <br /> Five, ten and twenty year forecasts of aviation demands <br /> will be made. <br /> (3) Demand/Capacity Analysis <br /> Current capacity of the existing airport facilities will <br /> be compared with forecast of aviation demand. Current use <br /> of airspace in the vicinity of the airport will be identified. <br /> Air navigation aids and aviation communication facilities <br /> which serve the area will be identified as well as any proposed <br /> or existing man-made obstructions or structures and natural <br /> objects which affect the use of the airspace. A cost/benefit <br /> analysis will be made to determine the feasibility of project <br /> improvements. <br /> (4) Facility Requirement Determination <br /> Based upon the demand/capacity analysis, physical facility <br /> requirements will be listed for runways, taxiways, apron, <br /> terminal area, service and hanger areas, access, etc. <br /> (5) Environmental Study <br /> Studies of the impact of construction and operation of the <br /> airport or airport expansion upon accepted standards of <br /> air and water quality, ambient noise levels, ecological <br /> processes, and natural environmental values will be conducted <br /> to determine how the airport requirements can best be accomplished. <br /> In addition, effects on the social environment will be investigated. <br /> Results of Phase Iof the Airport Master Plan will be presented <br /> in report form for approval by the City of Batesville and <br /> the FAA prior to proceeding with Phase II. <br /> Phase II - Site Evaluation <br /> Evaluation of the existing airport site will be made in light <br /> of: a) the inventory of existing facilities, b) forecasts of <br /> aviation demand, c) demand/capacity analysis results, d) general <br /> requirement of the facility for short, intermediate and long <br /> term (5, 10, 20 year) periods, 3 environmental considerations <br /> and f) preliminary estimates of the economic feasibility of a <br /> new alternate site has been considered. <br /> Phase III - Airport Plan <br /> (1) Airport Layout Plan <br /> • The airport layout plan will be a graphic representation <br /> of the existing and proposed facilities deemed necessary <br />
