for operation of the airport during short, intermediate, and long term periods of time. The layout plan will establish • the configuration of runways, taxiways, and aprons and area for development or expansion of terminal facilities, as well as approach zones. (2) Land Use Plan The land use plan will indicate the propsoed use of all airport properties including both aviation and non-aviation use. Recommendations for zoning and height restrictions of structures in proximity of the airport will also be included. (3) Terminal Area Plans The terminal area plan will indicate the size and location of proposed hangers, service facilities, automobile parking and on-site access and service roads. (4) Airport Access Plans The airport access plan will indicate the type of street connecting the airport site to existing streets and/or highway leading to the central business district. Phase IV - Financial Plan (1) Schedule of Proposed Development The plan will indicate stage development of proposed facilities 4. in 5, 10, and 20 year projections, with accompanying construction cost estimates. (2) Economic Feasibility • Economic feasibility of master plan considerations will be analyzed on the 5, 10, and 20 year forecasts. (3) Financing Plan A financing plan will be prepared to accomplish development after economic feasibility has been determined. Phase V - Miscellaneous A. Meetings and Public Hearings At its regular meeting on August 8, 1983 the Batesville Aviation Commission voted to apply for federal funds to develop a master plan for the Batesville Airport. Other meetings will be held as required to develop the plan and subsequent facilities expansion. Required public hearings will be held in accordance with the Federal Aviation Adminis- tration's Advisory Circular 150/5100-8.
