MINUTES OF COUNCIL <br /> APRIL 14, 1998 <br /> The Batesville City Council met for its regular meeting on April 14, at 5:30 P.M. at <br /> the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember <br /> Ford gave the invocation. Upon roll call, all the council answered present. Also present <br /> were the City Clerk and the City Attorney. <br /> Councilmember Ford moved to approve the minutes from the last meeting and <br /> Councilmember Pectol seconded. All voted for. <br /> Councilmember Cargill moved to approve the prepared agenda and <br /> Councilmember Gaither seconded. All voted for. <br /> CONSIDER AN ORDINANCE TO RE-ZONE CERTAIN PROPERTY ON GAP ROAD <br /> FROM R-1 TO 1-1 <br /> Mr. Frankie Caldwell and his attorney Mr. John Gregg addressed the council for <br /> a change in zoning for certain property on Gap Road from R-1 to 1-1. Mr. Caldwell and <br /> his wife Vickie Caldwell own the property. Mayor Biard read the ordinance in full then <br /> opened the floor for discussion. After a lengthy discussion from Mr. Gregg and Mr. <br /> Caldwell as well a few audience members who were opposed to the re-zoning, <br /> Councilmember Carpenter moved to suspend the rules and place the ordinance on the <br /> second reading. Councilmember Cargill seconded and the roll call count was 4 for <br /> (Cargill, Carpenter, Gaither and Mitchum) 3 against (Bone, Insell, and Pectol) and <br /> Councilmember Ford abstained. Mayor Biard read the ordinance for the second <br /> reading. Because these was not a motion to put the ordinance on the third reading, the <br /> ordinance will be placed on the agenda for the April 28th meeting for the final reading. <br /> CONSIDER A RESOLUTION TO APPLY FOR STATE GRANT FUNDS TO EXTEND <br /> WATER AND SEWER TO THE NEW INDUSTRIAL PARK <br />
