Mayor Biard read a resolution that would authorize the Mayor to submit an <br /> application to the Economic Development of Arkansas Fund Commission for the <br /> construction of water and sewer facilities to an industrial park north of Batesville. <br /> Councilmember Ford moved to adopt the ordinance and Councilmember Bone <br /> seconded. The roll call count was 8 for and 0 against. The resolution was given <br /> #98-4-1. <br /> EXECUTIVE SESSION <br /> Councilmember Insell moved to go into executive session and Councilmember <br /> Gaither seconded. All voted for. <br /> Upon returning from executive session, Councilmember Bone moved to approve <br /> the Metro Division of the Sheriff Department to increase Secretary Barbara Chandler <br /> from part-time to full-time and take the increase from the Mayor's discretionary account. <br /> Councilmember Insell seconded and all voted for. <br /> MAYOR'S ANNOUNCEMENTS <br /> The Mayor played a video of the intersection of North Heights and Craig streets <br /> in west Batesville and asked the council to consider a 3 way stop at the intersection. <br /> Councilmember Gaither moved to place the 3 way stop and Councilmember Pectol <br /> seconded. All voted for. <br /> The Mayor said that due to health reasons, Mr. Savoy Montgomery has resigned <br /> from the Cemetery Committee. The Mayor said the committee has recommended Mr. <br /> Charles George to replace Mr. Montgomery. Councilmember Insell moved to replace <br /> Mr. Montgomery with Mr. George and Councilmember Gaither seconded. All voted for. <br /> The council watched a video tape on two pieces of property to consider <br /> condemnation proceedings. The first property is located at 525 Wycough owned by Ms. <br /> Geneva Barlow. The property has two abandoned dwellings in poor condition. The City <br />
