MINUTES OF COUNCIL <br /> MAY 25, 1999 <br /> The Batesville City Council met in regular session on May 25, 1999 at <br /> 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Councilmember Cargill gave the invocation. Upon roll call, all the council <br /> answered present except for Councilmember Gaither. Also present were the City <br /> Clerk and the City Attorney. <br /> Councilmember Ford moved that the minutes from the previous meeting <br /> be approved. Councilmember Insell seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda. <br /> Councilmember Cargill seconded and all voted for. <br /> RESOLUTION STATING THE PURPOSE AND INTENT FOR A MORATORIUM <br /> ON CITY REGULATIONS IF VOTERS APPROVE AN ANNEXATION <br /> PROPOSAL ON OCTOBER 12, 1999. <br /> Mayor Biard read a resolution that states the purpose and intent for a <br /> moratorium on city regulations if voters approve an annexation proposal on <br /> October 12, 1999. Mayor Biard asked the group if they would like to discuss the <br /> resolution before they give their presentation. Mr. Phillip Finch, spokesman for <br /> the anti-annexation group, said they were not interested in the resolution, <br /> therefore, Mayor Biard withdrew the resolution for consideration. <br /> PUBLIC HEARING —ANNEXATION <br /> Mayor Biard officially opened the public hearing to discuss the annexation <br /> proposal to the City of Batesville.
