Councilmember Bone seconded and the roll call count was 7 for and 0 <br /> against. Mayor Biard read the ordinance. After a brief discussion <br /> Councilmember Bone moved to adopt the ordinance and Councilmember <br /> Carpenter seconded. The roll call count was 6 for (Pectol, Bone, Cargill, <br /> Carpenter, Insell, and Mitchum) and 1 against (Ford). Mr. Henry Clement who owns the property at 763 State <br /> Street addressed the council and said he was in poor health but hopes to fix the <br /> house back up and move back into it.
