MINUTES OF COUNCIL <br /> JUNE 8, 1999 <br /> The Batesville City Council met for its regular meeting on June 8, at 5:30 P.M. at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Gaither gave the <br /> invocation. Upon roll call, all the council answered present. Also present were the City Clerk and <br /> the City Attorney. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard said that tomorrow afternoon the City will hold a public hearing for a parks and <br /> recreation grant. Parks Supervisor Randy Palmer was present to explain and answer any <br /> questions regarding the application for the parks grant. The Mayor said there is a committee <br /> discussing the use of the Radio Station property and it has been suggested to place playground <br /> equipment in that area for small children. Mr. Palmer said the complete grant application had to be <br /> in the mail by Friday. <br /> Mr. Chad McClure showed a video of the clean up along the Bayou. The City received a <br /> $49,950 grant for the clean up process. Mayor Biard said the clean up should be complete by the <br /> end of this week. <br /> Mr. McClure showed the council a zoning map concerning the zoning of a particular piece of <br /> property on Hwy 25. The planning commission asked the council to approve to pay the expense to <br /> hire a surveyor to determine the correct zoning of the property the. Councilmember Carpenter said <br /> the City zoning map is correct and if a property owner wants the land surveyed, it should be at the <br /> property owner's expense not the City's. Councilmember Carpenter moved to not pay for the <br /> survey, send the request back to the planning commission, and authorize Mr. McClure to work on <br /> getting an updated, larger zoning map for the City. <br /> Mayor Biard said he needed the council's approval for expenditures out of the Jaycee Trust <br /> Account. The Mayor said the Jaycees have asked to take $6,000 for a two-day rodeo with all the <br /> proceeds from the rodeo to go back into improving the rodeo arena. Secondly, an $8,000 draw for <br />
