DISCUSSION OF LOCKKEEPER'S HOUSE AT RIVERSIDE PARK <br /> The City received one bid on remodeling the Lockkeeper's House at Riverside Park. Mr. <br /> Danny Dozier proposed to lease the property from the City for a period of 20 years with an <br /> option to renew for an annual payment of$1,200.00. He will invest no less than $150,000 on <br /> structural improvements to develop a restaurant. Mr. Dozier was present to explain his plans <br /> and answer any questions from the council. The Mayor said the next step would be for Mr. <br /> Dozier to have an architect draw plans for his proposal. The Mayor also recommended that Mr. <br /> Dozier's attorney talk with the City Attorney to make a couple of changes in the proposal. Mr. <br /> Insell asked if the City should have the property surveyed and re-zoned and all agreed that the <br /> City should do so. Councilmember Bone moved to in principal support Mr. Dozier's proposal to <br /> establish a restaurant at the Lockkeeper's House. Councilmember Pectol seconded and all <br /> voted for. <br /> APPOINTMENT TO PLANNING COMMISSION <br /> Mayor asked the council to accept the appointment of Ms. Fran Flener to the planning <br /> commission. Councilmember Mitchum so moved and Councilmember Carpenter seconded. All <br /> voted for. Ms. Flener's term will be from 6/10/99 thru 6/10/2004 <br /> FINANCIAL REPORT <br /> The council was given a copy of the financial statement for the month ending May 31, <br /> 1999. <br /> COUNCIL COMMENTS <br /> Councilmember Ford said a citizens in the Sawmill Addition gave him some pictures <br /> showing the water drainage problems at his home. Again, the council discussed the drainage <br /> problems within the City. <br /> Councilmember Bone said she has had several complaints regarding the 3-way stop at <br /> Dogwood, Jennings and Juniper. The citizens say that people do not stop at the intersection <br />
