MINUTES OF COUNCIL <br /> JULY 27, 1999 <br /> The Batesville City Council met in regular session on July 27, at 5:30 P.M. <br /> at the Municipal Building. Mayor Joe Biard presided over the meeting. Upon roll <br /> call all the council answered present. Also present were the City Clerk and the <br /> City Attorney. <br /> Councilmember Ford moved to approve the minutes from the previous <br /> meeting. Councilmember Insell seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda and <br /> Councilmember Cargill seconded. All voted for. <br /> CITIZENS COMMENT ON RESTROOM AT KENNEDY PARK <br /> Mayor Biard said he had a complaint from a citizen regarding <br /> inappropriate behavior at the restroom at Kennedy Park. Mayor Biard asked <br /> Sheriff Webb to patrol the area at Kennedy Park for any inappropriate conduct at <br /> the restroom. Sheriff Webb said that 4 arrests have been made recently for <br /> disorderly conduct at that location. <br /> Councilmember Insell asked the Mayor to call an Interlocal Meeting to <br /> discuss, among other things, the shortage of sheriffs deputies for the county. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard said the investigation regarding a house that burned at 20th <br /> and Maple Streets was complete. The house was under investigation for arson. <br /> Fire Chief Davis said the property owner has hired an attorney to appeal the <br /> denial from the insurance company. Mayor Biard asked Mr. McClure to contact <br />
