Councilmember Cargill moved to further suspend the rules and place the <br /> ordinance on the final reading. Councilmember Carpenter seconded and the roll <br /> call was 7 for and 0 against. The Mayor read the ordinance for the third and final <br /> reading. Councilmember Cargill moved to adopt the ordinance and <br /> Councilmember Gaither seconded. The roll call count was 7 for and 0 against. <br /> The ordinance was given # 2000-3-1. Councilmember Gaither moved to adopt <br /> the emergency clause and Councilmember Ford seconded. All voted for. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard told the council of the recent grant approval of$442,000 to <br /> complete the stabilization project on the north banks of the White River. The <br /> project will continue upstream, under the bridge up to Galloway Sand and Gravel. <br /> Mayor Biard told the council the city qualified for a Certificate of <br /> Achievement for Excellence in financial Reporting for the annual financial report <br /> for the fiscal year ending December 31, 1998. The Certificate of Achievement is <br /> the highest form of recognition in governmental accounting and financial <br /> reporting, and its attainment represents a significant accomplishment by a <br /> government and its management. The city will receive a Certificate of <br /> Achievement plaque to display at city hall in about eight weeks. <br /> PAID BILL REPORT <br /> The council was given a copy of the paid bill report and revenue report for <br /> the month ending February 2000. <br /> COUNCIL COMMENTS <br />
