MINUTES OF COUNCIL <br /> NOVEMBER 28, 2000 <br /> The Batesville City Council met for its regular meeting on November 28, at 5:30 <br /> p.m. at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Jerry Jeffery, with the Batesville Water Utilities gave the invocation. Upon roll <br /> call, all the council answered present. Also present were the Deputy City Clerk <br /> and the City Attorney. <br /> Councilmember Ford moved to approve the minutes from the previous meeting. <br /> Councilmember Insell seconded and all voted for. <br /> Councilmember Insell moved to approve the agenda as amended. <br /> Councilmember Ford seconded and all voted for. <br /> PUBLIC HEARING ON PROPOSED UTILITY RATE INCREASE <br /> Mayor Biard ask Mr. Jim Ulmer, Consulting engineer for the Batesville Water <br /> Utilities, to make a brief statement before the floor was opened for the public <br /> hearing on the proposed utility rate increase. After Mr. Ulmer make his <br /> statement the Mayor opened the floor for comments from the public. There were <br /> several questions about the size of the proposed rate increases.. After some <br /> discussion, the public hearing was closed. <br /> SECOND READING OF ORDINANCES ON THE PROPOSED WATER AND <br /> SEWER RATE INCREASES <br /> Councilmember Cargill made a motion to place both ordinances on the second <br /> reading. Councilmember Bone seconded. The roll call was 6 for (Gaither, <br /> Insell, Mitchum, Bone, Cargill and Carpenter) and 2 against (Ford and Pectol). <br /> The motion past. The ordinances will be placed on the December 12, agenda for <br /> the third reading. <br /> ORDINANCES ESTABLISHING A PROCEDURE FOR WATER AND SEWER <br /> SERVICE OUTSIDE THE BATESVILLE CITY LIMITS <br /> Councilmember Mitchum introduced both a water and sewer ordinance that <br /> would establish by majority vote of the Batesville City Council to establish water <br /> and sewer services outside the city limits.
