The mayor read both ordinances and they will be placed on the <br /> December 12, agenda for the second reading. <br /> EXECUTIVE SESSION <br /> The Mayor ask for a motion to go into executive session. Councilmember Insell <br /> made the motion and Councilmember Mitchum second and all voted for. Upon <br /> returning from executive session no action was taken. <br /> PRESENTATION OF PROPOSED 2001 BUDGET <br /> The council was given the proposed 2001 budget for consideration. Mayor Biard <br /> told the council that he and the city clerk had worked to cut as much as they <br /> could to try and balance the 2001 budget. The proposed budget is $36,000.00 in <br /> the red. He gave the council a list of possible areas to cut to balance the budget. <br /> Councilmember Insell made a motion to call a special meeting for December 5, <br /> at 5:30 p.m. to discuss the proposed budget. Councilmember Mitchum seconded <br /> and all voted for. <br /> PROPOSED YEAR END PAY INCENTIVE FOR CITY EMPLOYEE'S <br /> Mayor Biard suggested that the council consider a year-end pay incentive for the <br /> city employees. He told the council that the financial statement for the 2000 <br /> budget was under budget and the felt like the city could afford to give the <br /> employees a year-end pay incentive. Councilmember Insell made a motion to <br /> approve a $500.00 pay incentive for all full time employees and $250.00 for <br /> permanent part time and 3 employees that had been here less than 90 days. <br /> Councilmember Cargill seconded the motion and all voted for. <br /> DISCUSSION OF THE EMPLOYEE HANDBOOK <br /> Mayor Biard ask the council about the proposed changes to the employee <br /> handbook. Councilmember Bone and the other councilmembers ask for it to be <br /> placed on the December 12 agenda to give them more time to study it. <br /> MAYOR ANNOUNCEMENTS <br /> Mayor Biard told the council that Congressman Marion Berry would be at City <br /> Hall on Wednesday November 29, at 9:45 a.m. for a town hall meeting. <br />
