MINUTES OF COUNCIL <br /> JULY 10, 2001 <br /> The Batesville City Council met in regular session on July 10, at 5:30 P.M. <br /> at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Councilmember Ford gave the invocation. Upon roll call the following council <br /> answered present; Dana Bone, Jim Cargill, R.L. Carpenter, Robert Ford, Gerald <br /> Gaither, Jim Mitchum, Jim Pectol, and Jim Watkins. Also present were the City <br /> Clerk and the City Attorney. <br /> Councilmember Ford moved to approve the minutes from the last meeting <br /> and Councilmember Gaither seconded. All voted for. <br /> Councilmember Ford moved to approve the prepared agenda. <br /> Councilmember Bone seconded and all voted for. <br /> THIRD READING OF AN ORDINANCE AMENDING ZONING CODE <br /> RELATING TO HISTORICAL RESIDENTIAL DISTRICT <br /> Mayor Biard read an ordinance that would amend the zoning code relating <br /> to the historical residential district for the third and final reading. The ordinance <br /> would amend Section V-Subsection II, Paragraph C by changing the wording <br /> from "structure" to "property". Dr. Terrell Tebbetts spoke on behalf of a group of <br /> people who are interested in passing the proposed ordinance. Mr. David Insell <br /> spoke in opposition to the ordinance. After a discussion from the council, <br /> Councilmember Bone moved to adopt and Councilmember Cargill seconded. <br /> The roll call vote was 3 for (Bone, Cargill and Mitchum), 4 against (Pectol, <br /> Watkins, Carpenter and Gaither) and Councilmember Ford abstained. The <br /> motion failed. <br />
