MINUTES OF COUNCIL <br /> AUGUST 27, 2002 <br /> The Batesville City Council met in regular session on August 27, at 5:30 PM at the Municipal <br /> Building. Mayor Joe Biard presided over the meeting. Councilmember Ford gave the invocation. Upon <br /> roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, <br /> Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also present were the Deputy <br /> City Clerk Brenda Riley and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the minutes from the last meeting. Councilmember <br /> Cargill seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda as amended. Councilmember <br /> Gaither seconded and all voted for. <br /> PETITION TO ANNEX PROPERTY ON DAVIS LANE <br /> Mr. Gary Vinson, Attorney for Clifford and Alene Reynolds, address the council in reference to <br /> the petition by Mr. Reynolds to have property on Davis Lane annexed into the city limits. After some <br /> questions from the council, Councilmember Cargill introduced the ordinance to approve and accept the <br /> annexation. Mayor Biard read the ordinance in full, except for the legal land description, which was <br /> presented in writing. Councilmember Watkins made a motion to suspend the rules for the second and <br /> third reading. Councilmember Gaither seconded and the roll call was 8 for and 0 against. <br /> Councilmember Gaither made a motion to adopt the ordinance and Councilmember Watkins seconded <br /> and the roll call was 8 for and 0 against. The ordinance was given 42002-8-1. <br /> ORDINANCE AMENDING ORDINANCE 2002-6-02 ADOPTED JUNE 25, 2002 WHICH <br /> RELATES TO THE FINANCING OF WATER AND SEWER BONDS <br /> Mr. Larry Tharnish and Mr. Jerry Post addressed the council to request the adoption of an <br /> ordinance that would amend ordinance 2002-6-02. The amendment would save approximately $96,000 in <br /> interest cost. Mr. Mark Shelton told the council because of the interest rates going down that the City <br /> could save approximately $96,000. Councilmember Watkins introduced the ordinance and made a <br /> motion to suspend the rules for all three reading and Councilmember Gaither seconded. The roll was 8 <br /> for and 0 against. Councilmember Terrell made a motion to adopt the ordinance and Councilmember <br /> Cargill seconded. The roll call was 8 for and 0 against. The ordinance was given 42002-8-2. <br /> Councilmember Watkins made a motion to adopt the emergency clause and Councilmember Cargill <br /> seconded. All voted for. <br />
