MINUTES OF COUNCIL <br /> NOVEMBER 12, 2002 <br /> The Batesville City Council met in regular session on November 12, at 5:30 PM at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave <br /> the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, <br /> R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim <br /> Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the minutes from the last meeting. <br /> Councilmember Cargill seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda as amended. <br /> Councilmember Gaither seconded and all voted for. <br /> RECOGNIZE ANDREW CANTRELL FOR COMMUNITY SERVICE <br /> Mayor Biard recognized Mr. Andrew Cantrell for a community service he took upon <br /> himself for the City. Mr. Cantrell built 4 benches for Row Lake. The Mayor applauded the <br /> work of Andrew, who is only 17 years old, and commented that others in the community should <br /> follow by his example. <br /> SHERIFF'S REPORT <br /> Sheriff Dan Johnson gave the Monthly Sheriff's Departmental Activity & Status Report. <br /> APPEAL OF DENIAL OF REZONING CLASSIFICATION FOR TALBERT <br /> PROPERTY <br /> Mr. Bob Stroud addressed the council on behalf of his clients Geneva Talburt, Gene <br /> Talburt and John Talburt on the re-zoning appeal from the Planning Commission. At the last <br /> meeting, the council recommend that all the property be rezoned R-2 except for a portion of the <br /> western part, about 32 feet, to stay HR-1. Mr. Stroud said that his clients were in agreement with <br />
