HomeMy WebLinkAbout2017-04-11 MINUTES OF COUNCIL APRIL 11, 2017 The Batesville City Council met in regular session on April 11th at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Chris Beller, Tommy Bryant, Margaret Henley, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmembers Crafton and Hubbard were absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Beller seconded and all voted for. Councilmember Beller moved to approve the prepared agenda. Councilmember Henley seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with his monthly report. The Chief furnished the council with a statics report for March. The report indicated 30 accidents, 8 incidents, 47 arrests of which 18 were felonies and 29 were misdemeanors. Chief Cockrill also said he recently filled his one vacant position and he will be sending 3 to police academy in August. He said his two new vehicles are in and he just traded three 2014 Ram trucks for three 2017 Ram's. With the trade in values, the cost difference to the City was $20,302.92 for all three vehicles. The cost will be paid for out of the Alcohol Account. The Chief said his department is ready for the activity planned at the Community Center Gymnasium April 27 & 28. Mark Martin Ford and First Community Bank are hosting the band Recycled Percussion to perform for our local schools and the general public Friday night. He said they are expecting between 1,400 and 2,500 kids per day and a large crowd for the evening service. Councilmember Bryant asked the Chief, of the 30 accidents on his statics report, how many of those accidents occurred on Harrison Street. The Chief said he didn't have the location breakout with him but a large portion of the accidents do occur on Harrison Street, primarily between Quail Valley subdivision and the Moorefield city limits. Chief Cockrill said he has had several complaints of vehicles parking on sidewalks and driving in the designated bike lanes. He said the City does have ordinances pertaining to such but they need to be updated. The Chief said he would get with the City Attorney and bring to the council a proposal for updating the City's ordinance. B) RECOGNIZE MR. RANDALL LOVELACE FOR HIS CONTRIBUTIONS TO THE HOLIDAY TOUR OF LIGHTS Mayor Elumbaugh presented Mr. Randall Lovelace with a plaque for his contributions to the Batesville Holiday Tour of Lights. Mr. Lovelace constructed "The Big Frost" that is a huge hit at Riverside Park. He also helped with the new arch and stars over Myers Street. Mr. Johnathan Abbott, who oversees the tour of lights, also praised Mr. Lovelace and said they have already been talking about something new for this year. C) NATIONAL SAFE DIGGING MONTH PROCLAMATION Mayor Elumbaugh read a proclamation, proclaiming April as Safe Digging Month. The Mayor encouraged everyone to call for a locate before they start any project D) REVIEW OF THE MARCH PAID BILLS REPORT The council was given a copy of the March Financial Statement for review. FIXED ASSET The Clerk informed the council of a disposal from the Code Enforcement Office. Inspector Tim Conyers was rear-ended and his vehicle, Unit#103, a 2010 Chevrolet pickup was considered totaled. The City received $19,000.00 from the Municipal League Vehicle Program. MAYOR'S ANNOUNCEMENTS Mayor Elumbaugh reminded the council of the International Performers concert on May 1St at Brown's Chapel at Lyon College beginning at 6:00 PM. Also there will be a reception for the performers sponsored by Citizens Bank and First Community Bank on April 30th beginning at 6:00 PM at Josie's. The Mayor encouraged all to attend. Parks and Recreation Director Jeff Owens introduced Mr. Brandon Shrader as our new Recreation Superintendent. Mr. Owens said he checked on field tarps as Councilmember Bryant asked him to do. He briefly talked about the economic impact for the City and County when a tournament is rained out. He said from what he has looked at, it would cost around $25,000.00 to tarp all 7 fields at the North Complex. The life for the tarps are approximately 5 years. Councilmember Beller moved for Mr. Owens to get firm costs for the tarps and come back to the council for approval. Councilmember Matthews seconded. All voted for. Mayor Elumbaugh said there is a possibility to get sponsorships for the tarps. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no more business, Councilmember Bryant moved that the meeting be adjourned. Councilmember Henley seconded and all voted for.
