ORDINANCE NO. 2012-1L -Q1 <br /> • <br /> AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND <br /> AUTHORIZE THE BATESVILLE WATER DEPARTMENT TO <br /> CONTRACT FOR WATER TREATMENT CONTROL SYSTEM AND <br /> ELECTRICAL REPAIRS <br /> WHEREAS, the City of Batesville Water Department's water treatment <br /> control system experienced several electrical problems which require extensive <br /> repairs; <br /> WHEREAS, the reliable operation of the water treatment control system is <br /> vital to the continuing safe operation of the plant, as well as the public health and <br /> safety, and said system requires immediate electrical repairs; <br /> WHEREAS, it is necessary for the public health, safety and welfare to <br /> repair the electronic water treatment control system as soon as possible; <br /> WHEREAS, the nature of the repairs necessary at the water treatment <br /> facility are unique and are the province of few companies; <br /> • WHEREAS, the City of Batesville Water Department, through City <br /> Engineer Damon Johnson, recommended the matter be referred to the full Council <br /> for approval; <br /> WHEREAS the City Council passed an Ordinance to waive competitive <br /> bidding on the aforementioned water treatment control system project during its <br /> regular meeting on May 22, 2012; <br /> WHEREAS, during the pendency of completion of the project, it was <br /> discovered that a major component of the controls were omitted from the <br /> specifications. It was further discovered that controls at the tanks and pump <br /> stations need substantial repairs and replacements as well; and <br /> WHEREAS, the recent changes to the specifications have resulted in a <br /> material increase in the cost of completion of the contract's objectives. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF <br /> BATESVILLE, ARKANSAS: <br /> Section 1. That it is necessary for the City of Batesville Water Department <br /> • to immediately contract for repairs of its electronic water treatment control system. <br /> i <br /> I <br />
